On August 25, 2022 at approximately 8:15am, Licensing Program Analyst (LPA) Catrina Quimbo conducted an unannounced, annual inspection at SFUSD-Mission Education Center. LPA met with preschool program's aide, Cecilia Mora, and explained the purpose of the inspection. At start of LPA's arrival, no children or lead teacher were present. 2022-2023 school year hours of operation are Monday to Friday, 8:40am to 2:55pm; Wednesdays 8:40am to 1:40pm. Preschool program operates at Mission Education Elementary school in classroom #102 only.

At approximately 8:20am, lead teacher, Calixta Paz, arrived to facility. LPA explained purpose of the inspection. LPA continued annual inspection with lead teacher. All individuals working at facility are fingerprint cleared through SFUSD.

LPA inspected the preschool classroom and outdoor area for health and safety hazards. LPA observed all licensing documentation and information is posted in the front entrance of preschool classroom. Classroom is equipped with fully charged fire extinguisher, carbon monoxide detector, fully stocked first aid kit/emergency backpack and fire alarm system implemented by school district.

At approximately 8:40am, children began arriving to facility. Total present during inspection included 7 children with 2 staff members (head teacher and teacher's assistant). Program is operating within capacity limits and ratio during LPA's visit.

Classroom has a working telephone on site. All cleaning solutions, poisons and other chemicals are stored inaccessible to children on facility's high shelves or locked behind closed cabinets. Classroom has age appropriate furniture and materials that are in good working condition. Storage for children's belongings are located in the classroom, labeled with children's individual names.

Preschool program has shared bathroom waiver with elementary school. LPA observed licensing waiver to be properly posted in classroom. Classroom is also equipped with one bathroom. Per lead teacher, all enrolled children are currently using bathroom located in classroom instead of shared bathroom. LPA observed bathroom to be clean, in proper working condition with appropriate sanitation products. There is an additional accessible sink located in the classroom, free of poisons or hazardous materials. All accessible sinks in the classroom do not produce water that is warmer than 120 degrees Farenheit.

Preschool program is part of school district food program. All food is stored and prepared in elementary school's kitchen. Classroom is equipped with sufficient amount of sleeping cots available that are properly stored and stacked. Per lead teacher, children's sleeping materials are cleaned and sanitized weekly or as needed.

Drinking water is available to children, indoors and outdoors, with children's individual drinking bottles and accessible water fountains. Preschool program uses shared basketball court as outdoor, activity area. LPA observed waiver for shared outdoor area to be properly posted in preschool classroom. Per lead teacher, outdoor materials and equipment are brought to basketball court for children's outdoor activity time.

Preschool program uses paper sign in/out system. LPA observed children are signed in and out of program with parents' full, written signatures. Per lead teacher, emergency drills are conducted with elementary school. School year began 08/17/2022, emergency drill has not yet been conducted. LPA reminded lead teacher emergency drills must be documented and conducted at least once every six months.

LPA reviewed 8 children's files, lead teacher's and assistant's files. Children's and staff files were complete. Lead teacher's CPR and First Aid certificate is current and will expire 04/2024.

Facility was informed that as of September 1, 2016, a person may not be employed or volunteer at a child care facility unless he or she has been immunized against influenza, pertussis, and measles or qualifies for an exemption pursuant to Health and Safety code 1596.7995 and 1597.662.

Lead teacher was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Lead teacher is aware that all staff hired are required to complete Mandated Reporter Training every two years. The training can be obtained online at www.mandatedreporterca.com. LPA observed the completion certificate on file. LPA encourages the lead teacher to frequently visit our website at www.ccld.ca.gov for licensing regulations and new updates.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. No deficiencies were issued under CCR, Title 22, Division 12.

A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
