Licensing Program Analyst (LPA) Mok conducted an unannounced annual inspection today. LPA met with the licensee, Lifei Bian (Hailey), and her helper. All adults had fingerprint clearance. The purpose of the inspection was explained to her. There were 6 children that included 3 infants with a helper. Some of the children were napping upon LPA's arrival. The licensee owns this 2 story single family house. The licensee lived in the house with her husband, her 2 minor children, licensee's father and mother. The house had 5 bedrooms, 3 bathrooms, kitchen, garage and a backyard. The daycare areas were on the frst level including the living room, family room, a bedroom (nap room) that was next to the family room in the back of the house, a bathroom that was in the nap room, and dining area. The off-limit areas were a bedroom (office) that close to the front entrance on the first level, kitchen, entire upper level, entire ground level, garage, a deck on the first level, and a backyard. LPA inspected the facility for health and safety hazards. The facility was clean and in-order. Temperature and lighting were adequate. All toxins and harmful objects were made inaccessible to the children. The licensee installed the soft cushioning to the entire floor in the daycare area to prevent injury. There were plenty of age-appropriate toys, books, learning equipment, ride-on toys, and children's furniture that were in good condition and repairs available for the children indoor.. There were a fully charged 2A10BC fire extinguisher, and first aid supples. LPA did not test the smoke and carbon monoxide detectors due to napping during the inspection. The facility had right amount of cubbies available by the main entrance for the children to store their own belongings. The licensee installed an alarm on the sliding door in the family room to prevent the children access the deck without any adult's acknowledge. The licensee also installed the child proof knobs to the door of the garage, and bedroom. Gates were installed at the entrance to the kitchen and a bedroom (licensee's office). All electrical outlets and sharp corners were covered. The children's bathroom was clean. The lower bathroom sink cabinet and drawer were free of harmful objects. The facility has provided AM/PM snacks and lunch to the daycare children. The daycare children have brought their own water bottle to the daycare daily. Play pens were used for napping. Boosters were used for feeding only. The children cannot stay in the booster more than 15 minutes after meal. Per licensee, there was a child on special medication. The facility posted all the required postings. LPA reviewed the staff and children files. Licensee and a helper had updated Child Abuse Mandated Reporter Training (AB1207). Licensee's helper had current CPR/First Aid Training, that will expire in 2023. LPA also obtained a copy of the current children's roster from the licensee during the inspection. Per licensee, there were no guns, no weapons, but the licensee had a mid-size dog that was kept in the off-limit areas. The facility has conducted the emergency drill 2 times a year and logged. LPA reviewed the 15 min nap check log during the inspection.
