Licensing Program Analyst (LPA) Mok conducted an unannounced case management inspection today. LPA met with the licensee, Lifei Bian, and explained the purpose of the inspection to her. There were 5 children with staff present. The licensee applied for a large Family Child Care Home with a capacity increase on 5/19/2023. CCL also received a Fire Clearance Approval for a Large Family Child Care Home application on 5/22/2023. LPA inspected the facility for health and safety hazards. The licensee lived in the house with her husband, her 2 minor children, the licensee's father, and her mother. The house had 5 bedrooms, 3 bathrooms, a kitchen, a garage, and a backyard. Per the licensee's request, she wanted to move her daycare to an in-law with 2 big rooms on the lower level for Large Family Child Care License. Per the licensee, her husband has been working on the areas during the inspection. Therefore, some of the areas in the outdoor yard were not completed yet. LPA inspected the daycare areas on the ground level and backyard for health and safety hazards. The daycare's main entrance will be a door next to the garage door. The children will pass the garage area to the main daycare area on the lower level. The garage area can be used as a pathway only. The children cannot stay in the garage for any activities. The in-law had 3 individual rooms (#1, #2, #3) connecting without doors. The rooms were clean and in order. There was a big window in Rooms #1 & #2 (Main play rooms). There was a big sliding door in Room #3 that will be used as a nap room for the children. There was a small food preparation area with lower cabinets and a sink next to the bathroom. The children's bathroom was clean. The lower bathroom cabinet and drawers were empty. The licensee covered all the electrical outlets. Licensee's husband shaped all the sharp corners to be rounded to prevent any injury in those rooms. The licensee had more than one fully charged 2A10BC fire extinguisher available in the house. There were some new children's furniture, cribs, cots, shelves, toys, and learning equipment available in the rooms. The outdoor play yard was completely fenced. There was a gate at the stairway to the lower yard.

The following items have to be completed prior to licensure:

installed a gate at the stairway to the main daycare area (Room #1)
Installed a latch at the door to the furnace behind the shelve in Room #2.
remove a door from Room #3.
install colorful tape to a stop at the Room #3 doorway to alert the children.
install a door chime to a sliding door in Room #3 and a doorway(emergency exit)by entrance of the main daycare areas
Install the decals on the sliding door to prevent children hit the glass.
Barricade the area underneath the stairway and upper deck in the yard.
install a gate at the stairway to the upper deck.
installed latch to the dryer and washers by the sliding doors area.
barricade the storage area next to a storage room in the back of the yard with a higher gate or fence (at least 41 inches)
