25 | Licensing Program Analyst (LPA) Mok conducted an unannounced annual inspection today. LPA met with the licensee, Lifei Bian, 2 helpers, and the licensee's husband. LPA explained the purpose of the inspection to her. 5 children including 3 infants and 2 preschoolers on the buggy heading out to the park with a helper nearby when LPA arrived, and 4 children including 3 infants and 1 preschoolers with a licensee in the facility. The total number of the children was 9 children including 6 infants and 3 preschoolers with a helper and a licensee upon LPA's arrival. All adults have fingerprint clearance. The licensee owns and lives in the 2-stories single house with her husband,& her 2 minor children. The house has 3 bedrooms, 3 bathrooms, a kitchen, a living room, a dining room on the upper level; an in-law including 3 individual rooms (2 play rooms -#1 & #2 are connected without a door by the main entrance, #3 is used for napping with a door), a bathroom, a small food preparation area with (a sink, a refrigerator & a microwave on the of the fridge), a garage, and a backyard on the lower level. The daycare area is the entire in-law and has a backyard. The facility is called FEI FEI DAYCARE and the operation hours are Monday to Friday from 8 AM to 5:30 PM. The daycare's main entrance is next to the garage door. The children pass the garage area to the main daycare area on the lower level. The garage area can be used as a pathway only, children cannot stay in the garage for any activities. The off-limit areas are the entire upper level, a garage area, and the area underneath the stairway in the backyard. LPA inspected the facility for health and safety hazards. The facility was clean and in order, temperature and lighting were adequate and toxins & harmful objects were made inaccessible to the children. The licensee covered all the electrical outlets and sharp corners in the daycare areas. The licensee installed a gate at the stairway in playroom #1. The licensee put carpets in playroom #1 & #2 as the soft cushioning to prevent injury. Booster chairs were used for feeding only. Cots and cribs were used for napping. There were plenty of age-appropriate toys, books, learning materials and equipment, and children's furniture that were in good condition, and repairs available indoors. There was a fully charged 2A10BC fire extinguisher, a working cellular phone, and first aid supplies. LPA did not test the smoke and carbon monoxide detector due to napping. The children's bathroom was clean. The lower bathroom cabinet and drawers were latched or free of harmful objects. The lower sink cabinets in the food preparation area were latched or free of harmful objects. The outdoor play yard was completely fenced. The licensee installed a gate at the stairway in the play yard. The licensee also barricaded the area underneath the stairway and used it for storage and a dog area. There were plenty of outdoor toys, ride-on toys, playhouses, and play structures with soft cushioning underneath available for children. The licensee has no guns or weapons in the house, but the licensee has a dog and is kept in an off-limit area. The facility provides breakfast, AM/PM, and lunch to the daycare children. Per the licensee, there were no children on special medication. The licensee and a helper had current CPR/First Aid training, which will expire on 9/2024 & 11/2025. The licensee had current Child Abuse Mandated Reporter Training, which will expire in 1/2026. The facility conducts fire drills at least 2 times a year and logs. LPA reviewed the children's files, and the 15-minute nap log, and obtained a copy of the children.
