25 | On 1/10/2025, Licensing Program Analyst (LPA) Hanson Leong conducted an unannounced annual visit and met with the Licensee, Lifei Bian. LPA explained the purpose of the visit to the licensee. A dog was present in the home, and according to the licensee, the dog is fully vaccinated.
Six pre-k children and four infants were present during today’s visit. The two adults caring for the children received criminal record clearance from the California Department of Social Services. LPA observed a third adult (S3) caring for the children. LPA attempted to search for S3 in the Guardian Background Check System but was unable to locate her name. As a result, S3 did not receive criminal record clearance from the department. At 3:05 pm, LPA observed S3 leaving the property. The licensee holds a large license and is within capacity limits and ratios for today’s visit.
LPA observed that all required documents, such as the facility license, the Notification of Parental Rights, and the Earthquake Preparedness Checklist, were displayed and visible to the public.
The most recent emergency disaster drill was conducted on 7/3/2024, and the LPA observed that it was documented. LPA reviewed the emergency disaster drill log and found that the facility has not conducted an emergency disaster drill in the past six months, exceeding every six-month requirement. LPA reminded the licensee that an emergency disaster drill must be completed promptly and documented.
Daycare Areas: The first level included the living room, family room, bedroom (nap room) next to the family room in the back of the house, a bathroom in the nap room, dining area, and backyard.
Off-limit Areas: The bedroom (office) is close to the front entrance on the first level, the kitchen, the entire upper level, the entire ground level, the garage, and a deck on the first level. The licensee understands that off-limits areas may not be used for childcare during business hours.
LPA inspected the indoor and outdoor daycare areas to identify health and safety hazards. The home has a fire extinguisher, a first aid kit, and a combo carbon monoxide/smoke detector. LPA tested the combo carbon monoxide/smoke detector and found it functioning. LPA observed that the home's interior was clean and orderly, with proper heating and ventilation. Disinfectants, cleaning solutions, poisons, and other hazardous items were stored in areas inaccessible to children. The bathroom was clean, fully operational, and equipped with suitable toileting equipment and sanitation products.
