25 | On February 19, 2026, Licensing Program Analyst (LPA) Leong arrived at the facility to conduct an unannounced annual inspection. LPA met with the Licensee, Lifen Bian, and explained the purpose of the inspection.
During the inspection, the licensee and her assistant were caring for 2 preschool-aged children and 4 infants. The facility was observed to be operating within the licensed capacity ratio requirements.
The facility operates Monday through Friday from 8:00 AM to 5:30 PM. Licensing documents are posted on the wall and available for review. Emergency disaster drills were conducted and documented. The most recent drill was completed on September 10, 2025.
Childcare areas are on the first level and include a living room, family room, bedroom (nap room) next to the family room in the back of the house, a bathroom in the nap room, a dining area, and a backyard.
Off-limits areas include the bedroom (office) closest to the front entrance on the first level, the kitchen, the entire upper level, the entire ground level, the garage, and a deck on the first level. The licensee understands that off-limits areas may not be used for childcare during business hours.
The indoor areas were clean, well-ventilated, and maintained at a comfortable temperature. Age-appropriate furniture, toys, and learning materials were available and in good condition. Electrical outlets were secured with childproof covers. The staircase closest to the childcare areas was observed to be barricaded with a safety gate. Hazardous items, including cleaning supplies and chemicals, were stored in areas inaccessible to children.
