On May 5, 2023 at 2:10 PM, Licensing Program Analyst (LPA) Cowan met with site director Laysan Andrews, for an unannounced subsequent complaint inspection. The purpose of inspection was explained to site director. Present in the facility is site director and 9 staff caring for 44 children.

During the course of investigation, interviewed were conducted with director, staff, and parents. LPA has not found that any child has been isolated. Director states that she will help troubled children by taking them away from the situation, giving them sensory toys, and trying to talk to them about what is going on before delivering children back to their classrooms within 15 minutes. Director states that she and staff has had conversations with children in care letting children know that bullying and name calling are not acceptable. LPA has found no witness of any staff scolding children in care. Director states that staff speak to the chilren in a loving tone.

Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is UNSUBSTANTIATED.
