25 | On September 12, 2024, Licensing Program Analyst (LPA) Van conducted an unannounced case management inspection in response to a concern identified during the department's investigation of a complaint received on 7/1/2024. LPA met with the lead teacher, Thereza Cerna. The purpose of the inspection was explained to the lead teacher, and access to the center was granted. Six teachers supervised 14 children, consisting of 4 toddlers and 10 infants. The Center owner, Ashley Du, arrived during the visit.
Based on a thorough examination of the evidence gathered during the complaint investigation, it was found that the facility had removed the child from its care after receiving a complaint and learning that the family had been in contact with the Community Care Licensing Department. As a result, the facility was cited for violating the Health and Safety regulations, which state that no child day care facility shall discriminate or retaliate against any child or parent or guardian on the basis or for the reason that the parent or guardian has exercised his or her right under this section to inspect the facility or has lodged a complaint with the department against a facility.

An exit interview was conducted, and the report was reviewed with the lead teacher, Thereza Cerna.
Due to a printer issue, the report and site visit notice were emailed to the lead teacher. The lead teacher printed out the document on-site during the visit. LPA informed the teacher that the site visit notice must be displayed for 30 days.
