On September 9, 2026, Licensing Program Analyst (LPA) Van conducted an unannounced inspection to conclude a complaint investigation and deliver findings to the facility. The investigation addressed concerns alleging that staff did not ensure they remained within ratio. LPA met with the Director, Carmen Chung. At the time of the inspection, the Director and 7 staff members were supervising 23 children (9 toddlers and 14 infants). The center was operating within its licensed capacity and met staffing and supervision requirements.

As part of the investigation, LPA conducted interviews and reviewed records relevant to staffing and attendance. The information gathered did not provide consistent or corroborating details to support the allegation. The records reviewed reflected staffing patterns consistent with required adult-to-child ratios, and no evidence showed that staff operated out of ratio at any time.

The Department has completed its investigation into this allegation. Although the incidents may have occurred or may be valid, there is not a preponderance of evidence to prove that the alleged violations did or did not occur. Therefore, the allegations are Unsubstantiated.

A Notice of Site Visit was issued and must remain posted for 30 days.
An exit interview was conducted with the Director, Carmen Chung. The report was provided to the Director.
