On September 12, 2024, Licensing program analyst (LPA) Van conducted a subsequent complaint inspection visit to deliver findings on the above allegation. LPA met with the lead teacher, Thereza Cerna. The purpose of the inspection was explained to the lead teacher, and access to the center was granted. Six teachers supervised 14 children (4 toddlers and 10 infants).

After conducting a thorough investigation, which included interviews with current and former teachers and reviewing all relevant documents, it was determined that the staff did not promptly attend to the child's needs during napping time. C1 was crying for some time before a staff member went and checked on them. As a result, it was violating the child’s personal rights.

An exit interview was conducted, and the report was reviewed with the Lead teacher, Thereza Cerna.

Due to a printer issue, the report and site visit notice were emailed to the Lead teacher today. The lead teacher printed out the document on-site during the visit. LPA informed the teacher that the site visit notice must be displayed for 30 days.

The Center is required to ensure that all teachers are aware of the personal rights of the children as stated in Title 22, section 101223 of the regulations. The Center is expected to conduct training on this matter and submit all training materials and evidence of teachers' participation to the Licensing office no later than September 27, 2024.

Based on the interview and records review, the center did not comply with the regulations cited above. The staff failed to promptly address the child's needs, resulting in the child crying for an extended period before receiving assistance. This violation poses a potential health and safety risk to the children in care.
