25 | On October 25, 2023., Licensing Program Analysts (LPAs)Tso and Van met with Director Yarena Ozuna, for an unannounced mandatory 1-year random inspection. The facility is an infant program with an attached toddler component (Center). Today, 12 infants & 16 toddler children are supervised by 5 qualified teachers (2 for infant program, 3 for toddler program) and 3 aides (2 for infant program, 1 for toddler program) respectively. The facility complies with the Staff-Infant ratios today. The operations hours are Monday – Friday from 7:30 AM to 5:30 PM. The program operates in two large playrooms. The toddler playroom is for 18 – 36 months, and the infant playroom is for 0-24 Months. The isolation area for an ill child is in the Director’s office, and the staff will monitor and supervise the child while parents are contacted to come and pick them up.
LPAs toured the Center for Health and Safety Hazards with the Director. LPAs observed that the facility utilizes an app for sign-in / out for parents or authorized representatives, and all parent signatures were accounted for and matched the number of infants present. The Center environment appeared clean and organized, with appropriate heating, lighting, and ventilation. The Center also provided age-appropriate toys, furnishings, changing tables, and equipment. LPAs did not observe any pools, spas, or other bodies of water, nor did they notice any bouncers, exersaucers, or similar equipment at the facility. According to the Director, no firearms or weapons are present at the Center, and all cleaning materials and potentially hazardous objects are kept out of reach of children. Personnel restrooms are separate from children, and all solid waste storage containers have tightly fitted lids. The Center also maintains a carbon monoxide detector, centralized smoke alarm, fully charged fire extinguisher, and First Aid kit.
Designated cubbies are available for children to store their belongings with names labeled. LPAs observed two changing tables in the infant room. One of them is not within arm's distance to reach a sink. LPAs advised the Director to make change to meet the requirements. LPAs also observed that the padded surface of the changing table is too thick making the edge raised less than 3". LPAs reminded the Director to use a thinner pad to keep at least 3” elevated edges. (Technical Violations issued).
There is sufficient sleeping equipment, cribs, and cots for each child present. Mats and beddings are appropriately stored. LPA observed an infant sleep with sleep sack. LPAs reminded the Director that sleep sack is not allowed to use for infant. (Type B deficiency was cited. Refer to LIC809D). LPAs observed an infant sleeping in the cribs on tummy. After file review, both parent and teacher certified that the infant could rollover on LIC9227. Breast milk/formula parents provided is stored appropriately in the refrigerator, and each bottle is labeled. Parents provide formula, food, and diapers for their children. LPA observed that the food preparation area was clean and organized.
