On 10/20/2023, at 8:45AM, Licensing Program Analysts (LPAs) Winnie Ly and Jonathan Tse conducted an unannounced annual inspection. LPAs were granted entry by Director, Karima Cherfouni. LPAs explained the purpose of the visit. Present during the visit were 21 preschool age children and 9 staff members.

LPAs and Director inspected the facility for any health and safety hazards. The facility has all required postings available for review in the main hallway of the building. LPAs observed the classrooms to be kept in clean and orderly condition, with age appropriate toys and learning materials. There are two fully charged 2A10BC fire extinguishers present in the facility. The facility has a combination fire and carbon monoxide detector system that runs throughout the building. Electrical outlets that were not in use were observed to be covered or obstructed by furniture or appliances. There is a first aid kit present that is fully loaded with all materials necessary to provide and administer first aid. The most recent emergency drill was conducted on 10/5/2023. Trash cans were observed to be covered with tight-fitting lids.

The facility has two outdoor play areas, one in the front of the facility and one in the back of the facility. There is a play structure in the front play area that has wood chips to serve as padding. The play area in the back of the facility has age appropriate toys and equipment for children. The facility is in compliance with its waiver for outdoor usage.

LPAs reviewed six children's files and nine staff files. The children's files were found to be complete. LPAs reminded Director of the free mandated reporter training that can be found at mandatedreporterca.com.

Children bring their own water bottles to the facility and staff help refill them throughout the day. The facility stores children's medication in the kitchen where it is inaccessible to children. The facility prepares three meals for children: breakfast, lunch and an afternoon snack.

Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a
maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).

LPAs verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

LPAs discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPAs also informed Director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
