At the time of inspection, the facility was staffed by the director and 5 staff members, with 16 infants in care. The facility was operating within the licensed capacity and staff-to-child ratio requirements. LPA verified that background check clearances from the California Department of Social Services (CDSS) had been granted to the director and 5 staff members.

The facility operates in a single room, divided into two age groups,

The classroom was clean, well-ventilated, and maintained at a comfortable temperature. Age-appropriate toys, materials, and furniture were available and in good condition. All poisons, cleaning solutions, and hazardous materials were stored in areas inaccessible to children. Shared storage spaces and cubbies were labeled with the children’s names.

A diaper-changing table was observed with a soft cushion mat that was within arm’s reach of a sink,

The facility was equipped with one fully charged fire extinguisher, one fully stocked first aid kit, one carbon monoxide detector, and a fire alarm system.

The facility provides food service, including a morning snack, lunch, and an afternoon snack. Snacks and lunch are prepared on-site. Menus were posted on the bulletin board and available for review. Reusable dishes, plates, and utensils are washed after each use. Breastmilk and formula are prepared on-site, kept refrigerated, labeled with the child’s name, and provided by the parents. For older children, parents provide their water bottles and milk bottles, which are rinsed after each use and given to parents during pickup for full cleaning. For younger children, parents provide milk bottles, and the facility returns them to parents at the end of the day for full cleaning.

• Type B deficiencies are violations of licensing requirements that, without correction, could become a risk to the health, safety, or personal rights of persons in care, a recordkeeping violation that could impact the care of said persons and/or protection of their resources, or a violation that could impact those services required to meet the needs of persons in care.

The outdoor play area was fully fenced and equipped with age-appropriate toys and play structures in good condition. Resilient padding was observed beneath the play structure. Drinking water was available both indoors and outdoors via refillable water bottles. No pools, spas, or other bodies of water were observed on the premises.

Required licensing documents were posted and available for review. Emergency disaster drills are conducted and documented. The most recent drill was on November 5, 2025. Children are signed in and out manually on paper. Signatures confirming sign-in were observed for all 16 children.

LPA reviewed 5 randomly selected children’s records and 4 staff records. The five children’s records were complete and included emergency contact information. Four staff files were also complete and contained documentation of required immunizations. Three staff files contained educational transcripts, indicating they are qualified infant teachers. The director holds a current Pediatric CPR/First Aid certification. The department requires that at least one staff member be certified in Pediatric CPR/First Aid.

Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test as specified in Health and Safety Code section 1597.16.

LPA verified that the lead testing was completed in accordance to the Written Directives (Interim Licensing Standards) outlined in PIN 21-21.1-CCP.

Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
