25 | On January 26, 2026, Licensing Program Analyst (LPA) Leong arrived at the facility to conduct an unannounced annual inspection. LPA met with the director, Meihua Liang, and explained the purpose of the inspection. The facility owner, Siu Chan, was present during today’s inspection.
At the time of inspection, the facility was staffed by the director and 4 staff members, with 22 preschool-aged children in care. The facility was operating within the licensed capacity and staff-to-child ratio requirements. LPA verified that background check clearances from the California Department of Social Services (CDSS) had been granted to the director and 4 staff members.
The facility operates in three classrooms, which are clean, well-ventilated, and maintained at a comfortable temperature. Age-appropriate toys, materials, and furniture were available and in good condition. All poisons, cleaning solutions, and hazardous materials were stored in areas inaccessible to children. Shared storage spaces and cubbies were labeled with the children’s names.
The facility was equipped with one fully charged fire extinguisher, one fully stocked first aid kit, one carbon monoxide detector, and a fire alarm system.
The facility provides food service, including a morning snack, lunch, and an afternoon snack. Snacks and lunch are prepared on-site. Menus were posted on the bulletin board and available for review. Reusable dishes, plates, and utensils are washed after each use. Parents provide water bottles for their children, which are rinsed after each use and given to parents during pickup for full cleaning.
The children nap on mats. Additional mats were observed in the storage closet. Parents provide blankets and sheets for their children, which are laundered weekly.
