On 9/17/2021 at 12:40P.M., Licensing Program Analyst, Luis J. Gomez met with Director, Agnus Lau. Purpose of the inspection was explained and is for an Unannounced Annual/ Random inspection. This is a combination center, with a preschool and toddler option program on-site. Present was the Director and five staff supervising 11 children. Facility is operating within capacity limits of the license on this day. All staff have their criminal record clearance of file. Infant program utilizes the one Infant classroom/ playroom and Infant outdoor play area Hours of operation are Monday- Friday 8:00am- 6:00pm. Infant program operates year around. LPA inspected facility, indoors and outdoors, with director for health and safety hazards.

At 12:45P.M., LPA observed the following. Infant classroom was clean and organized with plenty of age-appropriate playthings for the children. Floors and surfaces were free of hazards. Infant classroom was separated into different sections including: Napping area, Play area and Sink area. Infant classroom had several cubbies and hangers for children’s belongings. Diaper changing table, locating in the sink area, was within arm’s reach of a sink. Sink area was made inaccessible and equipped with a refrigerator and large cabinets for storage. LPA observed all bottles of milk were properly stored and labeled. For nap time, each infant had their own assigned crib or cot available with tight fitting sheets. Infant cribs had visible sides for constant supervision. Per Director, children’s napping linins are washed daily. Infant classroom had acceptable ventilation and natural lighting. Trash cans and outlets have been properly covered. Staff restrooms are located in the hallway. All detergents, cleaning supplies and toxins are made inaccessible, stored in the off-limits areas. Infant classroom had a smoke/ carbon monoxide detector combo and a fully charged fire extinguisher located in the hallway. First aid kit had been reviewed and is fully stocked. At 1:00P.M., LPA inspected the infant outdoor play area. LPA observed outdoor play area is completely enclosed. Outdoor play area is kept clean, free of debris and hazardous items. All outdoor equipment appears to be in good repair.

During inspection, LPA review three children’s files and four personnel files. Children files reviewed are complete and included: Infant Sleep Plans (LIC9227), Needs and Services Plan, Consent for Medical Treatment (LIC627), Identification of Emergency Information (LIC700), Immunization Records and Admissions Agreement. Staff files reviewed were complete with current Mandated Reporter Training Certification and Required Immunization on files. Present staff members have their current CPR/ 1st aid certification which expires: 11/1/2021. Emergency drills are conducted at the facility, with the last drill done on 9/7/2021, properly logged. Per Director, parents provide all daily snack and meals for day-care. Facility refrigerator was maintained clean. All required posting were observed in the facility entry way.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manuel – Regulations Interpretations and Procedures for Child Care Centers Section 101173 and 101226. When an IMS is provided, an updated Plan of Operations that includes IMS must be submitted to the Department. Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in Child Care Center. A civil penalty of $100.00 minimum/ day up to $500.00 maximum per day/per person will be assessment if this regulation is violated.

LPA discussed safe sleep regulations with the director and discussed Child Care Licensing Safe Sleep webpage at http://www.cdss.ca.gov/inforesource/child-care-licensing/public-information-and-resouce/safe-sleep as an additional resource. LPA also informed director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: http://www.cpsc.gov/ and recommend they register all infant devices with the CPSC to be notified of any recalls on their purchased requirement.
