25 | Licensing Program Analyst (LPA) Mok conducted an unannounced annual inspection today. LPA met with the licensee Peifen Wang (Cynthia), and a helper who has fingerprint clearance. LPA explained the purpose of the inspection to them, LPA observed 4 children including an infant eating upon LPA. The facility is called " A Star Bridge Mandarin Preschool & Child Care" and the operation hours are Monday to Friday from 8 AM to 5:30 PM. The licensee lives with her husband and 2 minor children in the house. The house has 3 bedrooms, a bathroom, a living room, a dining room on the upper level; a big room (Daycare room #1), a small room (#2), 2 bathrooms, an office, a laundry room, a garage, and a backyard on the lower level. The daycare areas are on the ground level including a big room (Daycare Room #1), a small room with an adjacent bathroom next to the big room, a hallway bathroom, and a backyard. The off-limit areas are the entire upper level, and an office, a laundry room, & a garage on the lower level. LPA toured and inspected the facility for health and safety hazards. The facility's entrance was located on the right side of the house. The facility was clean and in order. The temperature and lighting were adequate. The licensee made all the toxins and harmful objects inaccessible to the children. There were plenty of age-appropriate toys, books, learning materials and equipment, and children's furniture that were in good condition and repair. There was a fully charged 2A10BC fire extinguisher, a working cellular phone, and first aid supplies available for children. LPA did not test the smoke and carbon monoxide detectors due to napping. The facility provided breakfast, AM/PM snacks, lunch, and dinner to the children. The right amount of cubbies was available for the children to store their belongings by the main entrance. The children's bathrooms were clean and free of harmful objects. The lower bathroom cabinets were free of harmful objects in them. Per the licensee, there were no children on special medication. Per the licensee, there were no guns, weapons, or pets in the house. The lower cabinets in room #1 were either latched or free of harmful objects. The licensee covered the sharp corners and the electrical outlets. The licensee installed a gate at the stairway to the upper level. The childproof knobs were installed on the doors to prevent children from accessing the off-limit area. The outdoor play yard was completely fenced. There were plenty of outdoor toys, ride-on toys, water, and sand tables, a sandbox, and a play house available for the children. LPA did not see any harmful objects in the backyard. The facility conducted disaster drills at least 2 times a year and logged. LPA reviewed the children's files and obtained a copy of the current children's roster. The licensee posted all the required postings by the main entrance. The licensee had current CPR/First Aid training that will expire in 11/2023.
