On January 9, 2024, Licensing Program Analyst (LPA) Van met with the Director, Gilda Villaflores, for an unannounced required random inspection. The purpose of the inspection was explained, and entry to the facility was granted. The Center is a preschool. Present today are 80 children supervised by ten teachers and the site supervisor. During the inspection, Head of School Sherrie Paregian arrived. The facility complies with the staff-children ratios today. All staff members have criminal clearance on file. The days and operations hours are Monday - Friday from 8:30 a.m. to 6:00 p.m.

During the inspection, the Director and LPA thoroughly examined the physical facility to identify potential health and safety hazards. The facility has an electronic sign-in/out record system through ProCare, and upon review, it showed that all parents' signatures matched and accounted for the number of children present. The facility is clean, and the temperature and ventilation levels are properly maintained. Each classroom has age-appropriate toys and educational materials, and the furniture is well-built and maintained. LPA noticed that each child has a cubby space labeled with their name. Safety measures are strictly followed, with multiple combinations of carbon monoxide and smoke detectors, fully charged fire extinguishers, and functional telephones in place. In addition, emergency supplies are securely stored, and all hazardous materials, including cleaning solutions and disinfectants, are kept out of the children's reach. Lastly, sleeping cots are appropriately stored and maintained. Per the Director, all medication is stored in the front office. The toilets and handwashing sinks are in good working condition and regularly sanitized. Lastly, LPA observed no bodies of water on the premises.

The facility has been granted an outdoor waiver by the Department to allow a maximum of 99 children to utilize the playground at any given time. LPA observed that the outdoor waiver was posted accordingly. The facility uses a rotation schedule in the outdoor yard for play. The outdoor play area is well maintained, ensuring it is clean and free of any clutter that may pose a risk to the children's safety. Moreover, the playground is securely fenced. Additionally, soft cushioning material is placed beneath the play structures to minimize the chances of injuries from accidental falls. LPA also reminded the Director to check and clear any debris or harmful materials from the playground before use.

During the inspection, the LPA reviewed the records of the children and the personnel. The records for every child were thoroughly maintained, containing details like their authorized representatives' names, addresses, and phone numbers. Each child's file also had information on their immunization record, medical assessment, and admission agreement. The LPA also found that all the staff members who were required to undergo caregiver background checks had completed the mandatory criminal records and child abuse index clearances or exemptions. Moreover, several staff members had valid CPR certificates, and all the staff members had up-to-date Mandated Reporter training. LPA also reviewed the educational qualifications of the staff members and confirmed that everyone had completed the necessary ECE units. The site supervisor stated that fire and earthquake drills are conducted at least once every six months, with the most recent drill on 10/19/2023.

The facility had posted the required forms. (i.e., License, waivers, Notification of Parent's Rights, Notification of Personal Rights, Car Seat Law, Emergency Disaster Plan, and Daily activities). Per the Director, Two AM/PM snacks are provided, lunches are brought from home, and a choice of purchasing lunches through Choice Lunch is delivered every morning at the facility. The food preparation area is adequately equipped, clean, free of hazards, and inaccessible to children. Per the site supervisor, the children bring their water bottles from home, or the facility refills the bottles if needed for children indoors and outdoors. All storage containers for solid waste within the Center have a proper tight-fitting cover.

The Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Incidental Medical Services (IMS) policy was discussed. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. The Director was informed about Mandated Reporter training AB 1207. The Mandated Reporter AB 1207 training must be completed every two years by the Licensee and for all staff hired. Training can be taken online at www.mandaterreporterca.com. Also, the Director was reminded of Pesticide training. Information on the DPR website at: www.cdpr.ca.gov/shoolipm/childcare

The Director was informed of the MyChildCarePlan.org website, a consumer education website that helps families obtain child care by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.
For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).
