25 | Licensing Program Analyst (LPA) Mok conducted an unannounced annual inspection today. LPA met with the licensee, Cindy Zhen Ng, and her helper and explained the purpose of the inspection to them. LPA observed 9 children including 3 infants with a helper present. The licensee stayed the total enrollment was 11 children as of the day of inspection. The facility is called Cindy's Day Care and the operation hours are Monday to Friday from 8 AM to 5 PM. The licensee lives in the house with her husband, her 2 daughters, and a son. The house has 3 bedrooms, 1 bath, a living room, and an open kitchen on the upper level, and the lower has 1 bathroom, 2 bedrooms, a living room, a garage, and a backyard. The daycare areas are the entire lower level except the garage and backyard. The Limit areas are the entire upper level, garage, and backyard. LPA toured and inspected the facility for health and safety hazards. The house was clean and in order. Temperature and lighting were adequate. All toxins and harmful objects were locked or made inaccessible to the children. There was a fully charged extinguisher, working cellular phone, working smoke and carbon monoxide detectors, and first aid supplies available in the daycare. The facility had plenty of age-appropriate toys, books, learning materials, and children's furniture that were in good condition and repair. The licensee installed the soft cushioning on part of the daycare floor. the lower drawers and cabinets in the food preparation area were latched or free of harmful objects. Boosters were available for feeding only; children must be removed after meals. Cribs and cots were used for napping. A gate was installed at the stairway to the upper level. Childproof knobs were installed on the door to the garage. All electrical outlets have built-in blockage to prevent children's access. The children's bathroom was clean and free of harmful objects. The outdoor play yard was completely fenced. The yard had plenty of age-appropriate toys, a play house, a slide, and ride-on toys. Licensee installed the soft cushioning on the outdoor ground to prevent injury. The facility provides breakfast AM / PM snacks, lunch, and dinner. The lower bathroom cabinet was free of harmful objects. The facility had no guns, weapons, or pets at home. Per the licensee, there were no children on special medication. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department.
