On February 22, 2023 at 11 AM, Licensing Program Analyst (LPA) April Cowan conducted an unannounced Annual Inspection and met with Licensee, Celia Almanza. LPA disclosed the purpose of the inspection and was granted entry into the facility by the Licensee. Present in the facility is Licensee and helper caring for 11 children (3 infants and 8 preschool age). Licensee lives in the home with husband and adult child. Home was inspected and Daycare areas are: Downstairs: Playroom, Bathroom #1, Art room, Kitchen #1 and Bedroom #1. The rest of the home is off-limits. The days and hours of operation are Monday – Friday, 7:30 AM to 5:30 PM.
At 11:04 AM, LPA observed the following: Day-care area is clean, orderly, and equipped with age appropriate toys and equipment for the children. Home has sufficient lighting and ventilation. Home has a working telephone, a working smoke and carbon monoxide detector, and a fully charged fire extinguisher. Chimney in Living room is properly barricaded. There are no bodies of water on the property. There are no poisons, detergents, or cleaning products accessible to day-care children. Licensee states there are no guns or weapons of any kind in the home. Licensee’s CPR expires in 12/2023. Licensee provides daily snacks and meals. Discipline policy is mainly redirection.
LPA discussed facility files with licensee this day.
At 11:53 AM, LPA reviewed facility files. At 12:45 PM, LPA observed that staff did not have immunizations on file. At 12: 52, LPA observed that licensee did not have Mandated Reporter on file. At 1:25, LPA observed that licensee's last logged date for an emergency drill was conducted in the year 2021. At 1:30, LPA observed that licensee did not have a Child Care Roster completed for facility. These are potential risks for children in care. Type B citations are issued for these deficiency this day. Licensee has all required postings posted for parent's to review.

Safety precautions shall include but not limited to: (9) Each family child care home shall have a written disaster plan of action prepared on a form approved by the Department. Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Exit interview conducted and report was reviewed with the licensee .
