25 | On February 22, 2023 at 11 AM, Licensing Program Analyst (LPA) April Cowan conducted an unannounced Annual Inspection and met with Licensee, Celia Almanza. LPA disclosed the purpose of the inspection and was granted entry into the facility by the Licensee. Present in the facility is Licensee and helper caring for 11 children (3 infants and 8 preschool age). Licensee lives in the home with husband and adult child. Home was inspected and Daycare areas are: Downstairs: Playroom, Bathroom #1, Art room, Kitchen #1 and Bedroom #1. The rest of the home is off-limits. The days and hours of operation are Monday – Friday, 7:30 AM to 5:30 PM.
At 11:04 AM, LPA observed the following: Day-care area is clean, orderly, and equipped with age appropriate toys and equipment for the children. Home has sufficient lighting and ventilation. Home has a working telephone, a working smoke and carbon monoxide detector, and a fully charged fire extinguisher. Chimney in Living room is properly barricaded. There are no bodies of water on the property. There are no poisons, detergents, or cleaning products accessible to day-care children. Licensee states there are no guns or weapons of any kind in the home. Licensee’s CPR expires in 12/2023. Licensee provides daily snacks and meals. Discipline policy is mainly redirection.
LPA discussed facility files with licensee this day.
At 11:53 AM, LPA reviewed facility files. At 12:45 PM, LPA observed that staff did not have immunizations on file. At 12: 52, LPA observed that licensee did not have Mandated Reporter on file. At 1:25, LPA observed that licensee's last logged date for an emergency drill was conducted in the year 2021. At 1:30, LPA observed that licensee did not have a Child Care Roster completed for facility. These are potential risks for children in care. Type B citations are issued for these deficiency this day. Licensee has all required postings posted for parent's to review.
