25 | On April 7, 2022, Licensing Program Analyst (LPA), Van, conducted an unannounced required annual inspection and met with Licensee Lyuba Shkolnik. Co-Licensee, Yanina Nemirovskaya, was not present. The purpose of the inspection was explained and granted entry to the home by the Licensee. Present today are six children (2 infants and 4 preschoolers) with the Licensee and 2 helpers. The facility complies with the license capacity and limitations today. All adults living or working in the home have a criminal background clearance on file. The Licensee owns this single-family home consisting of two floors with four bedrooms and 5 ½ bathrooms. The home residents are Licensee, her husband, mom, and two minor daughters. Daycare areas are on the ground floor, consisting of room #1, room #2, room #3, 2 bathrooms, backyard, and the kitchen. OFF limit areas are the entire second floor and garage. Per Licensee, when a child shows signs of illness, the Licensee will separate and have the child waiting in room #1/main classroom while contacting the parent to pick them up. The Days and operation hours are 7:30 am – 6:00 pm, Monday – Friday.
LPA toured and inspected inside and outdoor play areas for health and safety hazards during the inspection. The following were observed, the daycare area is clean, orderly, and equipped with safe, age-appropriate toys, books, and play equipment. The home has adequate heating, lighting, and ventilation and is free from defects or conditions that endanger children in care. Children have their individual cubbies for their belongings. The home is equipped with a fully charged fire extinguisher, smoke and carbon monoxide detectors, and a working telephone and cellphone. Fully stocked first aid supplies are available for children. All playpens were observed in good condition, and there were no toys or pillows inside. The mattress pads were the exact size and had a fitted sheet. Cots were provided to older children. All unused electrical outlets had a child-proof cover. Poisons, detergents, and cleaning compounds are made inaccessible to children. |
