25 | On August 17, 2023 at 8:40 AM, Licensing Program Analyst (LPA) April Cowan conducted an unannounced Annual Inspection / Capacity Change Inspection and met with Licensee, Tessa Williams. LPA disclosed the purpose of the inspection and was granted entry into the facility by the Licensee. Present in the facility is Licensee and helper caring for 4 preschool age. Licensee lives in a 2 bedroom apartment with one minor child. Facility was inspected and Daycare areas are: Living Room, kitchen, lower level bedroom, and bathroom. The rest of the home (the entire upper level) is off-limits. The days and hours of operation are Monday – Friday, 8:30 AM to 5:30 PM.
LPA observed the following: Day-care area is clean, orderly, and equipped with age appropriate toys and equipment for the children. Home has sufficient lighting and ventilation. Home has a working telephone, a working smoke and carbon monoxide detector, and a fully charged fire extinguisher. There are no poisons, detergents, or cleaning products accessible to day-care children. There is a pool on the second floor of the building with a glass enclosure. The pool area has two locked doors, and a key fob is needed for entrance. Licensee states there are no guns or weapons of any kind in the home. Licensee’s CPR expires in 3/19/2024. Licensee conducted last emergency drill on 5/3/23 and is properly logged. Licensee provides daily snacks and meals. Discipline policy is mainly redirection. Licensee uses systems called a peace path and a calm corner to help children determine their feelings and find ways of peace with each other.
At 9:15 AM, LPA reviewed facility files. Both staff and children's files are complete with all required Licensing documents. Licensee has all required postings posted for parents to review.
Licensee has submitted an application for Change of Capacity going from a small licensee to a Large license. Licensee has received a Fire Clearance. LPA recommends licensure for a Large Child Care License this date.
LPA discussed the curriculum used for children's learning. Licensee states that she uses the Reggio Emilia Philosophy giving children an opportunity for group learning on the interest of the children.
*Licensee was reminded about having all Staff and Volunteers provide proof of immunization against influenza, pertussis, and measles or qualifies for an exemption.
*Licensee was reminded about the Provider Information Notices (PINs) on CCLD website.
*Licensee was reminded about Mandated Reporter Training available on CCLD website (www.ccld.ca.gov or www.mandatedreporterca.com)
*Licensee was given information regarding ‘Safe Sleep’ practices.
