The purpose of the inspection was explained her. There were 10 children with a helper and a licensee. The children were napping upon LPA arrival. Some of the children were waken up by a doorbell when LPA arrived. The licensee owned the 2 story single family house with 2 bedrooms , a bathroom, open kitchen, living room with adjacent dining area on the upper level; an in-law with a big room and a bathroom, garage, and a backyard on the ground level.
