25 | Licensing Program Analyst (LPA) Mok conducted an unannounced annual inspection. LPA met with the licensee, Xing Chun Ruan, and 2 helpers who have fingerprint clearance. LPA explained the purpose of the inspection. There were 7 children with 2 helpers and a licensee. The licensee owned the 2 stories single-family house with 2 bedrooms, a bathroom, an open kitchen, a living room with an adjacent dining area on the upper level; an in-law with a big room and a bathroom, a garage, and a backyard on the ground level. The facility is called Xing Chun Ruan Daycare and the operation hours are Monday to Friday from 8 AM to 5:30 PM. The daycare area is the entire ground and Front & Back yards on the side of the house. The off-limit areas are the entire upper level and a garage. The licensee owns and lives in the house with her child who has fingerprint clearance. LPA inspected the facility for health and safety hazards. The facility was clean and in order, temperature and lighting were adequate, and toxins and harmful objects were made inaccessible to the children. There were plenty of age-appropriate toys, books, play house, learning materials, and children's furniture available for the children. There was a fully charged 2A10BC fire extinguisher, working cellular phone, working carbon monoxide and smoke detector, and First Aid supplies available in the facility. All the electrical outlets had a child-proof built-in blockage. All the sharp corners were covered. The licensee installed the gates at the entrance of the laundry, entrance to the upper level, and entrance to the backyard. Mats and cribs were used for napping. Booster chairs were available for feeding only. The children's bathroom was clean. The licensee made the toxins and harmful objects inaccessible to the children. The size of the sink and toilets were suitable for the children. The outdoor play yard was completely fenced. The backyard was clean. The licensee upgraded the play yard with soft cushioning for the entire ground. There were plenty of outdoor toys, playhouses, ride-on-toys, and children's furniture that were in good condition and repair available for children. The facility has provided breakfast, AM/PM snacks, lunch, and dinner to the children. Per the licensee, there were no guns, weapons, and no pets. Per the licensee, there were no children on special medication. The licensee and helper had current CPR/First Aid Training. LPA reviewed the children, 's 15-minute nap log and staff files, and obtained a copy of the current children's roster. The facility conducts fire drills monthly and log.
