On 6/27/2024, at approximately 11:05AM, Licensing Program Analyst (LPA) Jonathan Tse conducted an unannounced annual visit at the facility. LPA met with Licensee, Marinelle Cabillo (L1), and explained the purpose of the visit. Present during the visit was L1, three helpers, four infants, and eight preschool age children. The facility is in compliance with staffing and ratio requirements on this day. The facility’s operating hours are from 8:00AM to 5:00PM.

Daycare Areas: Bedroom #1, Dining Room, Kitchen, Bathroom #1, designated outdoor area (deck and lower area).
Off-limits Areas: Bedroom #2, Bathroom #2 and part of the outdoor area (blocked off by childproof gates).

LPA inspected the home for any health or safety hazards. LPA observed the home to be in clean and orderly condition. The home is equipped with a fully charged 2A10BC fire extinguisher. L1 demonstrated a carbon monoxide detector located in the hallway of the home to be operational. Electrical outlets are covered or obstructed by furniture to be inaccessible to children in care. Poisons, cleaning detergents, and other chemicals are stored inaccessible to children in care. There is a fireplace present in the facility that has been covered.

LPA observed the daycare areas to contain age-appropriate learning materials and toys. LPA advised L1 shall check shelves to ensure objects are not capable of sliding and falling off. L1 stated that they understood. The facility has mats for children in care. Per L1, infants are provided mats because they are big enough to climb out of a crib or playpen. Children bring bedding from home and take it back once a week for cleaning. Per L1, the facility provides lunch and AM/PM snacks for children in care. Children bring water bottles from home and the facility refills the bottles as needed.

LPA observed the outdoor play area to be free of debris or other loose articles. There are age-appropriate toys and equipment available for children to use. There is resilient padding in the form of artificial turf. Off-limits areas are rendered inaccessible with childproof gates. There are no pools or other similar bodies of water present. Per Licensee, there are no firearms or weapons stored in the facility.

LPA reviewed four staff files, six children’s files, and facility records. Licensee’s Pediatric First Aid/CPR training is current and expires 2/2026. Licensee’s Mandated Reporter Training expires 11/2024. All helpers have current Pediatric First Aid/CPR and Mandated Reporter Training. Immunization records are available for review. All children’s files were observed to be complete. LPA observed all required postings to be posted and accessible for review in the Kitchen. LPA advised that required postings be posted in the entrance of the home to be visible and accessible upon entry. L1 stated that they understood.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with Licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, Licensee confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

No deficiencies were cited during today’s visit on 6/27/2024. A notice of site visit was given and must remain posted for 30 days.
