On April 20, 2023, Licensing Program Analyst (LPA) Maria Olguin-Leon met with licensee, Ines del Carmen Mora Platero for an unannounced annual inspection. The purpose of the inspection was explained. Present for this visit were licensee and 7 children. All adults living or working in the home have criminal background check on file. Licensee provides day care from Sunday – Saturday between 8:00 AM to 6:00 PM, with some flexibility in hours.

LPA and Licensee toured the home to conduct a Health and Safety Inspection. Licensee rents this two bedroom bottom unit of a two story home The home is in good repair and free of hazards and has proper heating and ventilation. Day Care Areas: Living Room and Bathroom. Off limit areas: Bedroom #1, Bedroom #2, Garage and Kitchen (used for walk through only) and backyard. Off limits areas are properly barricaded with child proof gate and child proof door knobs. The Isolation Area is on chair near kitchen. There is a variety of age-appropriate toys in the home. All the cleaning supplies, poisons and other chemicals are stored inaccessible to the children. Cabinets in bathroom has child protective locks. There are no pools or bodies of water. Per licensee there are no weapons in the home.

The home is equipped with a fully charged fire extinguisher (located in kitchen), a working carbon monoxide detector and smoke detector. All cleaning supplies and toxins are properly stored behind locked cabinets in kitchen and bathroom. Last emergency drill was conducted on 1/07/2023. CPR/First Aid is current until 12/2023. Mandated reporter expires 07/2024. First aid kit is available and equipped with necessary supplies. LPA reviewed 5 children’s records. The home has all necessary paperwork posted. Licensee was given a copy of LIC126. Licensee provides breakfast, lunch, and snacks. As per licensee, there is no firearm or weapon in the house

Licensee was reminded that all adults 18 and over living or working in the home, including employees and
volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or
exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00
minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Licensee was reminded that as of September 1, 2016, a person may not be employed or volunteer at a childcare facility, unless he or she has been immunized for influenza, pertussis and measles or qualifies for an exemption pursuant to Health and Safety Code 1596.7995 and 1597.662.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual – Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided a Plan for Providing IMS must be submitted to the Department. The Licensee was reminded about the Provider Information Notices (PINs) on the CCLD website. Licensee was informed that as of September 1, 2016, a person may not be employed or volunteer at a childcare facility unless he or she has been immunized against influenza, pertussis, and measles or qualifies for an exemption pursuant to Health and Safety code 1596.7995 and 1597.662. LPA reviewed AB 1207 with the Licensee. As of January 1, 2018, all staff must complete Mandated Reporter Training every two years. The training can be obtained online at www.mandatedreporterca.com.

LPA encouraged the Licensee to frequently visit our website at www.ccld.ca.gov for licensing regulations and new updates. The Licensee can also email at childcareadvocatesprogram@dss.ca.gov and ask to be added to the email list for the updates.

LPA also informed the Licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
