25 | On June 14, 2023 at 8:30 AM, Licensing Program Analyst (LPA) April Cowan conducted an unannounced Case Management Inspection for capacity change. LPA met with licensee, Jialing Zhang. The purpose of the inspection was explained, and LPA is allowed entry by licensee. This inspection is due to the receipt of a Capacity Change Application in the Regional Office. The facility is going from a small license to a large license allowing a maximum of 14 children. Present in the home is licensee and volunteer caring for 4 children (1 infant and 3 preschoolers). Daycare areas: The living room, kitchen, bedrooms 1 and 2 (used only for napping), and bathroom 1. Off Limit areas: Closets and 1 bathroom. Hours of operation are Monday - Friday 8:00 AM to 5:30 PM.
With licensee, LPA inspected the home for health and safety. LPA observed the following: Day-care area is clean and equipped with age-appropriate toys and equipment for the children. Home has sufficient lighting and ventilation. Home has a working telephone, a working smoke and carbon monoxide detector, and a fully charged fire extinguisher. There are no bodies of water on the property. There are no poisons, detergents, or cleaning products accessible to day-care children. Licensee states there are no guns or weapons of any kind in the home. Licensee’s CPR expires in 5/20/25, and licensee has current Mandated Reporter training expiring on 9/8/24. Licensee provides daily snacks and meals. Discipline policy is talking to the children.
LPA discussed capacity requirements with licensee. Licensee understands that care cannot be provided for more than the capacity as stated on the license.
LPA recommends licensure for a large license.
