Licensing Program Analyst (LPA) Mok conducted an unannounced annual inspection today. LPA met with the licensee, Jianci Zhen (Cecelia), and explained the purpose of the inspection to her, There were 12 children that included 3 infants with 2 helpers present. The children were napping upon LPA's arrival. All adults had fingerprint clearance. The licensee rented this 2 stories single family house, and lived in it by herself. The house had a living room, dining room, a kitchen, a bathroom, a bedroom on the upper level; an in-law with a bedroom and a bathroom a garage and a backyard on the ground level. Per licensee, the landlord kept the in-law for his storage; the licensee could not access to that area. The daycare was called " COLBY DAYCARE" . The facility's operation hours were Monday to Friday from 8 AM to 6 PM. The daycare areas were the entire upper level and the #1 & #2 outdoor play areas.. The off-limit areas were the entire lower level, the area under the deck, and outdoor play area #3 (the upper area). LPA inspected the facility for health and safety hazards. The facility was clean and in-order. The temperature and lighting were adequate. The licensee made the toxins and harmful objects inaccessible to the children in care. There were plenty of the age-appropriate toys, books, learning materials, and children's furniture that were in good condition and repair. There were a fully charged 2A10BC fire extinguisher, working cellular phone, working 2 in 1 smoke and carbon monoxide detector, and first aid supplies available in the facility. Gates were installed at the stairway, entrances of the kitchen and main play areas, All sharp corners and electrical outlets were covered. The windows in the living room had built in child proof window locks. The licensee installed the soft cushioning to the entire floor to prevent injury. Cots and play pens were used for napping. Boosters and high chairs were available for feeding only, children have to be removed from there after meal. Children's bathroom was clean and free of harmful objects. The lower bathroom sink drawers were latched. Per licensee, there was no guns, weapons, or pets at home. The facility has provided breakfast, AM/PM snacks, lunch and dinner; the children might bring their own food if necessary. The outdoor play areas were completely fenced. The children got to the yards from the deck that was adjacent to the licensee's room. Gates were installed at the stairways. There were some play structures, ride-on-toys and children's furniture that were in good condition and repair available for the children. Per licensee, there was no children on special medication, LPA inspected the 15 minutes nap check log during the inspection. LPA also reviewed the children and staff files, and obtained a copy of the current children's roster during the inspection, The facility posted all the required postings. The licensee and 2 helpers had current CPR/First Aid training that will expire on 8/6/2024 & 8/31/2023; Mandated Reporter training that will expire in 2/2025. The licensee has conducted the disaster drill at 2 times a year and logged.
