25 | Licensing Program Analyst (LPA) Mok conducted an unannounced annual inspection today. LPA met with the licensee, Jianci Zhen (Cecelia), and two helpers. All adults have fingerprint clearance. LPA explained the purpose of the inspection to her. The LPA observed 8 children including 2 infants with 2 helpers and the licensee during the inspection. The daycare is called " COLBY DAYCARE", and the operation hours are Monday to Friday from 8 AM to 6 PM. The licensee rents and lives in this 2 stories single-family house by herself. The house has a living room, a dining room, a kitchen, a bathroom, and a bedroom on the upper level; an in-law including a bedroom and a bathroom, a garage, and a backyard on the ground level. Per the licensee, the landlord rents an-law to someone who is waiting for his fingerprint clearance before moving in. The potential renter's fingerprint clearance is in process status when LPA checks it in CCL's system during the inspection. The daycare areas are the entire upper level and the #1 & #2 outdoor play areas. The off-limit areas are the entire lower level including an in-law, a garage, the area under the deck, and outdoor play area #3 (the upper area). LPA inspected the facility for health and safety hazards. The facility was clean and in order, temperature and lighting were adequate, and the toxins and harmful objects were inaccessible to the children in care. There were plenty of age-appropriate toys, books, learning materials & equipment, different sizes of soft blocks, wooden play kitchens & sinks, and children's furniture that were in good condition and repair. There was a fully charged 2A10BC fire extinguisher, a working cellular phone, at least one working 2in 1 smoke and carbon monoxide detector, and first aid supplies available in the facility. The licensee installed gates at the stairway, entrances of the kitchen, and main play areas, All sharp corners and electrical outlets were covered. The windows in the living room had built-in child-proof window locks that limit the window to be opened up to 4 inches. The licensee installed the soft cushioning on the entire floor to prevent injury. Cots, playpens, and cribs were used for napping. Boosters and high chairs were available for feeding only; children had to be removed from there after the meal. The children's bathroom was clean and free of harmful objects. The lower bathroom sink drawers were latched. Per the licensee, there were no guns, weapons, or pets at home. The facility has provided breakfast, AM/PM snacks, lunch, and dinner to daycare children; the children may bring their food if necessary. The outdoor play areas were completely fenced. The children enter the yards from the deck adjacent to the licensee's room. Gates were installed at the stairways. There were some play structures, ride-on-toys, and children's furniture that were in good condition and repair available for the children. Per the licensee, there were no children on special medication. The licensee and 2 helpers had current CPR/First Aid training that will expire on 8/6/2024 & 8/12/2025 and mandated Reporter training that will expire on 2/2025 & 3/2025. The licensee has conducted the disaster drill 2 times a year and logged. LPA also reviewed the children and staff files, and the 15-minute nap check log and obtained a copy of the current children's roster during the inspection, The facility posted all the required postings.
