On March 13, 2025 at approximately 2:30pm, Licensing Program Analyst (LPA) Catrina Quimbo conducted an unannounced, annual inspection. LPA met with licensee, Joy Ryan, and explained the purpose of the visit. Present during LPA's visit included 11 preschool age children and 2 teaching assistants. Licensee is operating within capacity limits and ratio during LPA's visit.

Licensee lives in the multi-level home with their two minor children. All adults living and/or working in the home have fingerprint clearance on file. During LPA's visit, licensee requested to add the off limit, family room, as a day care area. In conjunction with annual inspection, LPA inspected room to be added and day care areas for health and safety hazards.

Licensee operates program Monday through Thursday 8:30am to 5:30pm and Fridays 8:30am to 4:30pm. Youngest age licensee offers program to is 2.5 years old. Family childcare home operates on the middle level of the home only.

The DAY CARE AREAS now approved are the living room (preschool room #1), dining room (preschool room #2), family room (breakfast room), hallway bathroom, art room, lobby area (cubby room) and backyard area. The OFF LIMIT AREAS are the kitchen (middle level of the home), entire ground level of home and entire third level of home.

LPA observed preschool rooms, breakfast room and art room to have a variety of toys and equipment that are in good condition. There is furniture for children's use that are age appropriate. LPA observed home to have a variety of materials and activities for children that are in good condition. Per licensee, toys and materials are sanitized often. Breakfast room includes age appropriate furniture for children's use. LPA observed windows in preschool rooms to have a child safety lock and/or child safety gate.

Home is in good repair with proper temperature and ventilation. There is a fireplace in the living room that is made inaccessible to children. Flooring in day care areas includes rugs that are free of stains. LPA did not observe any accessible electrical outlets. LPA did not observe any cleaning solutions or poisons in day care areas.

LPA observed a fully charged fire extinguisher, first aid kit and multiple smoke and carbon monoxide detectors. Carbon monoxide detector was tested during LPA's visit and was observed to be in working condition.

Children sleep in preschool rooms on mats. Sheets and blankets are provided by children's families and are sent home weekly to be laundered. LPA observed sleeping mats are placed so they do not hinder the entrance or exit to the rooms. Children who do not sleep are given a rest period and a quiet activity.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage athttps://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Bathroom for children's use was observed to be in working condition. There is a cabinet in bathroom that includes a child safety lock. LPA observed garbage bins throughout the home to have tight fitting lids.

Licensee provides a food service that includes breakfast, morning snack and afternoon snack. Children's families provide their child with lunch that is stored in individual lunch box containers. LPA observed kitchen to be made inaccessible to children with a child safety gate. Reusable utensils are utilized for children that are sanitized in home's dishwasher.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Backyard is fully fenced and enclosed. Backyard includes a variety of outdoor toys and equipment that are in good condition. LPA observed toys and materials to be covered when not in use. There are stairs in the backyard that have a child safety gate installed. There is sufficient shade in the outdoor area when needed. LPA observed storage containers in backyard that are child proof locked. Children utilize indoor and outdoor shoes that are stored appropriately. LPA did not observe any pools, spas or bodies of water on site.

Licensee maintains facility records that includes children's and staff records. LPA reviewed random selection of children's files that are complete. Children's files have immunizations and emergency contact information. LPA observed children's files to also include risks and effects of lead exposure. Licensee maintains a childcare roster that was made available for LPA's review. Emergency disaster drills are conducted and documented. Last disaster drill was conducted 10/02/2024.

Licensee's CPR/First Aid certification is current and will expire 07/2025. Licensee has proof of their required immunizations available for review. Licensee's Mandated Reporter certification is also current and will expire 07/2025. Teaching assistants' records are also complete with required immunizations. LPA observed teaching assistant present to have an expired Mandated Reporter certification. LPA reminded licensee all staff working with children must have a current Mandated Reporter certification and must be renewed every two years by all staff working with children. Technical violation was issued. Per licensee, there are no weapons or firearms in the home.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, the licensee, Joy Ryan, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

No deficiencies were issued today during LPA's visit.

A notice of site visit was given and must remain posted for 30 days.
