On June 15, 2023., Licensing Program Analyst (LPA) Van performed an annual mandatory inspection, which included checking the interior and exterior of the facility and discussing the required childcare paperwork with the Licensee's helper/daughter, Batmunkh Enkhzaya. The purpose of the inspection was explained, and entry to the home was granted. The Licensee had a doctor's appointment and was absent during the inspection. Today, the Licensee's helper supervised four children, all infants age. Every adult living and working in the home has a criminal record clearance. Daycare areas are on the ground floor, including the main playroom/bedroom #1, bedroom #2, bathroom #1, and ½ of the backyard. Off-limit areas are the entire second floor, consisting of the living room, dining room, bedrooms #3, #4, #5, bathroom #2, #3, garage, ½ of the backyard, and laundry room. All restricted daycare areas have been appropriately blocked off from the children. The days and hours of operations are from 8:00 AM – 5:00 PM, Monday to Friday.

LPA inspected the Licensee's home for health and safety hazards. The childcare is in good condition, with appropriate temperature and ventilation. All cleaning supplies, poisons, and other chemicals were kept out of reach of children. There are a fully charged fire extinguisher, smoke and carbon monoxide detectors, and a functional phone. Fully stocked first aid supplies are available for children. According to the Licensee's helper, there are no firearms or weapons. The half-backyard is completely fenced, clean, free of hazards, and has the appropriate playthings in good working condition. No pools, spas, or bodies of water were on the premises. LPA did not observe walkers, bouncers, or similar items in the home. Licensee's daughter acknowledged that smoking is prohibited in family childcare homes.

LPA reviewed and discussed the new Safe Sleep Regulation with the Licensee's helper. LPA reminded the helper that playpens and cribs should have no toys or pillows inside and no objects hanging above the cribs/playpens. All mattresses shall be designed for that cribs, and bedsheets should be tight-fitted. In addition, Licensee is required to check on the infant every 15 minutes during naptime physically, and documentation shall be maintained in the infant's file and be available to the Department for review.

The facility provides breakfast and lunch, but families typically bring their food. Per Licensee's helper, the facility conducts fire and earthquake at least once every six months, with the last drills conducted on May 10, 2023. The facility posted all the required forms, such as facility License, Notification of Parent's Rights, Earthquake Preparedness checklist, and Notification of Personal Rights.

The Licensee's daughter has current Pediatric FirstAid CPR, valid until 2/26/2025

During the inspection, the following was discussed and provided to the Licensees.
· LPA discussed the safe sleep regulations with Licensee's helper and the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed the Licensee's helper of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended registering all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
· The Licensee helper was reminded that as of September 1, 2016, all Staff and Volunteers must provide proof of immunization against pertussis, measles, and influenza or qualifies for an exemption, pursuant to Health and Safety code 1596.7995 and 1597.622.
