25 | On December 17, 2025, Licensing Program Analyst (LPA) Van met with Director Carmen Chung for a case management inspection. The purpose of the inspection was to review the center’s protocols and procedures related to an epidemic outbreak. The facility self-reported multiple cases of hand, mouth, and foot disease. At the time of the inspection, there were 8 teachers and the director supervising 24 children (15 infants and nine toddlers). The facility complies with the teacher-to-children ratio.
The facility self-reported 10 cases of hand, mouth, and foot disease over approximately 7 days, from October 23 to October 30. The director stated that each time a new case was identified, the teachers ensured their classrooms were deeply cleaned and took extra precautions when sanitizing shared spaces and materials. The director also mentioned that all parents had been informed and that teachers were washing their hands and following all precautions to prevent further spread of the disease. Additionally, the director contacted the Public Health Officer for guidance and was told that, since the cases were spread over time, there was no need to initiate an outbreak protocol, but to continue monitoring and documenting any new cases.
During today's visit, the LPA reviewed the facility's current policy for managing hand, foot, and mouth disease. The director stated that each classroom bathroom contains a plastic bin labeled a "mouth toy bin," which holds toys that have been in children's mouths and require cleaning. The toys in the bin are washed and sanitized at the end of each day, making them ready for use the next morning. The facility cleans the items in the dishwasher and disinfects them afterward.
Based on the information collected today, no violation of any regulation is observed.
A notice of site visit was given and must remain posted for 30 days.
An exit interview was conducted, and the report was reviewed with the director, Carmen Chung.
