Licensing Program Analyst (LPA) Glenn Schnell met with Applicant Ashley Song today for a pre-licensing inspection. This inspection included a technical assistance inspection for COVID-19 guidance and support. The applicant is requesting a combination center for 36 preschool children (ages 2 years to entry into first grade), 34 infants (ages 0-2) and a toddler option component with the infant application for 12 children (ages 18 months to 36 months). The facility will operate Monday - Friday; 7:30 AM to 5:30 PM. The designated director/site supervisor for the facility is Shuai Wang. The preschool facility was inspected today, indoor and outdoor, for health and safety hazards and measured to calculate capacity. The Infant and Toddler Option component inspections will be documented on another Facility Evaluation Report.

Indoor: There is one large classroom and 3 other areas that will be used for the program. The following square footage was calculated for each room: Large Room 1334.939 sq ft, Small room/book area to the back right of preschool room , 52.723 sq ft., Preschool Art room located to the left side of the main preschool room, two areas measured for 39.165 and 199.499 sq ft. Total useable indoor square footage is 1626.326 sq ft divided by 35 sq ft equals 46 children.

The classrooms are still being set up and there is still construction in process. LPA Schnell reminded applicant that rooms will need to be cleaned, organized and equipped with toys and equipment for the preschool children, fire extinguisher, smoke and carbon monoxide detectors. There is some storage space for children's personal belongings and cots to be utilized for napping children. Parents will provide a sheet and blanket for their child, bedding will sent home to be laundered weekly. Cots will be cleaned at least weekly or more often if needed. Children will be signed in and out by electronic signature. The indoor space needs garbage cans with tight-fitting lids, and a first aid kit with required components. The facility is adequately ventilated and free of insects and bugs. There is a separate kitchen area where snack food is stored. The program provides two snacks daily and parents will either provide lunch. A combination of disposable products and washable utensils will be used for food service.

Snack foods will be stored in the kitchen separately from any cleaning products or other hazards. Medications will be stored in the kitchen area inaccessible to the children; there is a refrigerator located in this area for refrigerated medications. There are _4_ toilets (60 capacity) and 5 sinks (75 capacity) accessible for children's use. Bathrooms are located outside the classrooms in a separate area. The bathrooms were observed to be clean and with no health and safety hazards. Sinks accessible to children deliver water that is no warmer than 120 degrees.

The program will provide a pitcher with water and cups for children to drink water indoors. All toxins and other hazardous items will be stored inaccessible to children. Isolation of ill children will be located in the teachers office and staff bathroom will be used for an ill child.

Outdoor: The outdoor area measures 409.416 sq ft. allowing for a total of 5 children. Applicant needs to request a rotation waiver to ensure all infants are provided with outdoor time each day. Since there is not at least 50% available outdoor space for the requested capacity, LPA Schnell advised applicant to obtain a permit for using a public park nearby through San Francisco City Parks and Recreation Department and apply for an open space waiver with Community Care Licensing once the waiver is obtained. LPA Schnell will email the applicant more details on the requirements for the waiver. The outdoor area surface and equipment is observed to be clean, in good condition, and age appropriate. There are no climbing structures. The outdoor space back up to a hillside/retaining wall with trees that acts as natural shade. Drinking water will be made accessible to children by pitchers of filtered water and cups.

Food Service, Transportation-none provided, Parents Rights, and Reporting Requirements. Required postings were observed during today's inspection. Facility will conduct monthly disaster drills and a log will be maintained for review upon request. The requirement for the testing of lead in the water was discussed (H&S Code 1597.16). LPA informed the director/licensee to review Provider Information Notice 21-21-CCP (dated 7/28/21) for directives and regulations regarding obtaining a test of the water for lead, and how that information is to be documented and reported to Community Care Licensing. Advisory Note provided to applicants stating that the requirement for testing must be met by January 2023. Due to construction, a fire safety clearance has not been obtained yet.

Applicant was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

This facility will provide Incidental Medical Services – IMS. LPA reviewed storage area for medication and equipment/supplies, and reviewed forms that will be used. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226.

LPA Schnell reviewed the COVID-19 self-assessment guide and required postings with the applicant today. Since this facility will be operating during the COVID-19 pandemic on a closed elementary school site, the applicant is required to obtain a waiver as part of this licensure process. Applicant was informed that access to available Personal Protective Equipment (PPE) may be available through the local child care resource and referral agency.

A follow-up pre-licensing inspection will need to be conducted to completely evaluate the physical plant once construction is finished and the facility is completely set up.

Applicant will need correct items identified in this report before a license can be recommended. Updated Parent Handbook is also needed. Updated LIC 200A, LIC 999 and LIC 401 forms will need to be completed to reflect any changes to the requested capacity of 36.
