25 | On August 23, 2023., Licensing Program Analysts (LPA) Van met with preschool assistant Director Ruby Fung for an unannounced case management. The purpose of the inspection was explained. Three teachers supervised 12 preschool children today. Site Director Luisa Baj arrived at the facility during the inspection.
The facility self-reported an incident on July 10, 2023, where C1’s family reported to the Center Director a concerning incident in which C1 told their mom that C1 was inappropriately touched in the private area by another childcare child. The Director had reported the incident report to the Department and a detailed description of the incident in a written statement.
During today's inspection, LPA interviewed the director and attempted to interview staff members present on the day of the incident. The Director informed LPA that the staff members in the classroom on the day of the incident were no longer employed. During the visit, LPA requested to review the video footage of the classroom. Per the Director, the facility video footage was also unavailable due to the glitch and was recorded over. The Director works with the security camera company to resolve the issue. According to the Director, an internal investigation was conducted following the incidents. Based on the Director’s investigation, the staff members did not observe inappropriate interaction between children, and the camera footage reviewed by the Director on the following day confirmed no inappropriate interaction among children. The records review showed that the preschool had four teachers supervising 14 children on the incident date. During the visit, LPA requested that the Center’s internal investigation record and all relevant information be sent to LPA by the end of the day, 8/23/2023.
No deficiency was issued today.
