Licensing Program Analyst (LPA) Glenn Schnell met with Applicant Anne Senores today for a pre-licensing inspection. This inspection included a technical assistance inspection for COVID-19 guidance and support. The applicant is requesting 36 children (ages 2 years to entry into first grade). This program will be part of a combination center as the applicant has also applied for an infant license (ages 0-2), capacity of 21. The facility will operate Monday - Friday; 7:00 AM to 6:30 PM. The designated director/site supervisor for the facility is Gregory Flores. The facility was inspected today, indoor and outdoor, for health and safety hazards and measured to calculate capacity.

Indoor: There are two classrooms that will be used for the program and the following square footage was calculated for each room: Room 114- 662.678 sq ft. , Room 118- 707.997 sq ft. Total useable indoor square footage is 1370.675 sq ft divided by 35 sq ft equals 39_ children. The indoor space for children is observed today to be clean and all furnishing, toys and equipment observed to be safe and in good condition. There is storage space for children's personal belongings and cots to be utilized for napping children. The program will provide a sheet and blanket for the children, bedding will be laundered weekly. Cots will be cleaned at least weekly or more often if needed. Children will be signed in and out manually by authorized representatives/parents, but the program plans to implement an electronic program in the future. The indoor space is equipped with a fire extinguisher, smoke and carbon monoxide detectors. There is a separate food preparation area located between the classrooms where snack food is stored and also where lunch to be served will be kept.

There are garbage cans with tight-fitting lids, and a fully supplied first aid kit. The facility is adequately ventilated and free of insects and bugs. The program provides two snacks daily and lunch, through a catering service. There is a dishwasher set up to provide adequate sanitization of dishes and serving/ kitchen utensils.

Snack foods will be stored in the kitchen separately from any cleaning products or other hazards. Medications will be stored the food preparation area of the classrooms, inaccessible to the children; there is a refrigerator located in this area for refrigerated medications. There are _6_ toilets (90 capacity) and _3_ sinks (45 capacity) accessible for children's use. The bathroom is located between the classrooms. The bathrooms were observed to be clean with no health and safety risks. Sinks accessible to children deliver water that is no warmer than 120 degrees. The program will provide a pitcher with water and cups for children to drink water indoors or children will bring their own water battles from home and have access to refill them throughout the day. All toxins and other hazardous items will be stored in a locked cabinet in the classroom and will be inaccessible to children. Isolation of ill children will be located in the director’s office and staff bathroom will be used for an ill child.

Outdoor: The outdoor area measures 2052.637 sq ft. allowing for a total of 27 children. LPA advised that a waiver will need to be approved for scheduled rotational usage. The outdoor area to be used is enclosed by at least a four foot fence and observed to be clean, safe and equipped with toys and equipment for children. Resilient material located under climbing applicable climbing structures is soft padding turf surface. There is a water fountain to allow children access to drinking water outside. Shade for children will be provided by portable shade structures. There is still some minor construction in process.

The following items were reviewed as part of today's visit: Record keeping for staff, children and facility records, Care and Supervision of the Children, Child Discipline Procedures- staff will talk with the children and use redirection, Emergency Evacuation Procedures, Medication Policies, Isolation of Sick Children, Napping Requirements, Food Service, Transportation-none provided, Parents Rights, and Reporting Requirements. Required postings were observed during today's inspection. Facility will conduct monthly disaster drills and a log will be maintained for review upon request. The fire inspection was conducted, and approval was received on 8/2/21. The building was constructed after 2010 so there is no requirement for the testing of lead in the water per H&S Code 1597.16.
This facility will provide Incidental Medical Services – IMS. LPA reviewed storage area for medication and equipment/supplies, and reviewed forms that will be used. LPA also reviewed COVID-19 required postings. LPA reviewed the COVID-19 self assessment guide with the applicant. Applicant was informed that access to available Personal Protective Equipment (PPE) may be available through the local child care resource and referral agency.

LPA Schnell will recommend a 60 day provisional license for this program for a capacity of 21 once verification of bank funds is received and the request for the waiver and rotation schedule is received.
A regular license will be recommended once the follow is received and verified to be correct. These items are due before the provisional license expires:
