On June 2, 2026 at approximately 2:20pm, Licensing Program Analyst (LPA) Quimbo conducted an unannounced, complaint visit. LPA met with teacher, Ana Escobar, and explained the purpose of the visit. Upon arrival, director was not present due to an appointment. Teacher is designated with facility responsibility.

Facility is a combination preschool and infant center. Present during visit under the preschool license included 25 children and 5 teaching staff; 12 children with 3 teaching staff in the “Ocean” classroom and 13 children with 2 teaching staff in the “Sky” classroom.

At approximately 3:00pm, LPA met with facility director, Lorena Zegarra. LPA continued visit with director.
During the investigation, LPA conducted facility observations, interviewed individuals and reviewed facility records.

LPA did not observe a child to be restrained during classroom observations. Individuals interviewed stated no child has been restrained nor have individuals observed a child to be restrained. Facility records indicate that no corporal punishment is used. LPA was unable to determine that a child was restrained.

During classroom observations, LPA observed children who do not sleep in the classroom to be doing quiet activities. LPA observed children doing quiet activities in both a cot and a children's table and chair. Individuals interviewed also stated children are not forced to sleep and are provided quiet activities if children are unable to sleep.

Facility records reviewed include language to contracted hours at facility, drop off and pick up time. Information including an addendum to family handbook in regards to contracted hours was also provided to families during back to school night in October 2025. LPA was unable to determine that facility did not follow their admission agreement/ parent handbook.

Although the above allegations may have happened or is valid, based on LPA’s interviews, classroom observations and record review which were conducted, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is UNSUBSTANTIATED.

No deficiencies were issued during today’s visit.

A notice of site visit was given and must remain posted for 30 days.
