25 | On August 16, 2023 at 12:40 PM, Licensing Program Analyst (LPA) April Cowan conducted an unannounced Case Management Inspection for capacity change. LPA met with licensee, Baohua Lin. The purpose of the inspection was explained, and LPA is allowed entry by licensee. This inspection is due to the receipt of a Capacity Change Application received in the Regional Office. The facility is going from a small license to a large license allowing a maximum of 14 children. Present in the home is licensee and helper caring for 5 preschoolers. Daycare areas are: Living Room, Dining Area, Bedrooms 1 and 2, and entry way Bathroom. Off-limits areas are: Kitchen and bathroom 2. The days and hours of operation are Monday – Friday, 8:00 AM to 5:00 PM.
With licensee, LPA inspected the home for health and safety. LPA observed the following: Day-care area is clean and equipped with age-appropriate toys and equipment for the children. Home has sufficient lighting and ventilation. Home has a working telephone, a working smoke and carbon monoxide detector, and a fully charged fire extinguisher. There are no bodies of water on the property. There are no poisons, detergents, or cleaning products accessible to day-care children. Licensee states there are no guns or weapons of any kind in the home. Licensee’s CPR expires in 6/24/25, and licensee has current Mandated Reporter training expiring on 8/13/25.
LPA discussed capacity requirements with licensee. Licensee understands that care cannot be provided for more than the capacity as stated on the license

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
