On 4/16/2024 at 8:45AM., Licensing Program Analyst (LPA), Luis Gomez met with Director, Carolina Castillo. The purpose of the inspection was explained and was for an Unannounced, Annual Random inspection. This facility is licensed to operate a preschool program. Present was the director and 9 staff supervising 34 children. All children had been properly signed in. Staff have criminal record clearances on file. The childcare program utilizes one, shared classroom. For outdoor play facility exclusively utilizes, ‘Ninos Unidos’ Park. Licensee Gloria Morales - Nova arrived during inspection. LPA inspected this facility for health and safety hazards.

At 9:05AM., LPA observed the following: Classroom was clean, orderly, with age-appropriate materials available for the children. The floor and ground surfaces were clear of obstructions or hazards. Classroom was equipped with tables and chairs, scaled to the proper size and individual cubbies for children's belongings. Accessible furniture was free of any sharp corners or splinters. The children’s bathrooms were clean, with toilets and fixtures in operating condition. Classroom was equipped with added storage cabinets for teaching supplies. A diaper changing table was available for the staff. Per director area is cleaned and disinfected after each use.

LPA reminded director to ensure trash bins have tight-fitting lid installed. Advisory Note Technical Violation (LIC9102TV) was issued.

For scheduled rest/ nap services, LPA observed mats, made from a cleanable material. Per staff, napping linens and blankets are washed by families weekly. The facility had adequate ventilation, lighting, and was a comfortable temperature. Facility had a functioning telephone service, carbon monoxide detector; and fully changed fire extinguishers: 2A:10BC. Detergents, cleaning compounds, medications, and other items which could pose a danger to children is stored inaccessible to children.

During inspection, LPA reviewed the outdoor play area at ‘Ninos Unido’ Park. Area was completely enclosed with rubber padding installed for added safety. Accessible sandbox area was observed free of foreign objects. LPA observed shaded rest available for the children. Per director, water services are provided using refillable bottles.

The food preparation/ food storage was reviewed during inspection. The program provides two snacks for children. The food preparation area was observed clean, free of any trash or rubbish. Prepared food items inspected were current.

At 10:15AM., LPA reviewed facility records including: 5 children’s files and 11 personnel files. The personnel files were reviewed and contained: Teachers Qualifications; Proof of Immunization; Notice of Employee Rights (LIC9052); and Personnel Record.

At 10:50AM, Based on record review, LPA confirmed staff missing current 'Mandated Reporting Training' certificate. Advisory Note: Technical Violation (LIC9102TV) was issued.

Facility’s children’s files were reviewed and contained the: Identification and Emergency Information (LIC700); Notification of Parent’s Rights (LIC995); Consent for Emergency Medical Treatment (LIC627); Immunization Records; and Personal Rights (LIC613A).

Facility personnel have Cardiopulmonary Resuscitation / First Aid certifications, set to expire on: 7/2024.


Facility is conducted required emergency disaster drills every six months, with last drill completed on 10/19/2023, properly logged.

LPA observed required postings in classroom, included the: License; Notification of Parent’s Rights (PUB394); Passenger Safety Laws (PUB269); Outdoor Waiver; Menu; and Emergency Disaster Plan (LIC610).

Assembly Bill (AB) 2370, chapter 676, statues 2018 requires all licensed child care centers (CCC’s) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and every five years after the date of the first test.



LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN21-21- CCP. (REFER TO 809c, FOR CONT.)

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02CCP. Director was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

Based on today's inspection, no deficiencies were cited in the areas evaluated according to the Title 22 Division 12 Chap. 1 Ca. Code of Regulations. Exit interview, including facility evaluation report was discussed with Director, Carolina Castillo. Administrator’s signature on this form acknowledges receipt of these documents.
