On 3/5/2025 at 8:30AM., Licensing Program Analyst (LPA) Luis Gomez met with Director, Carolina Castillo. The purpose of inspection was explained and was for Unannounced/ Case Management inspection for Room Addition and an Increase of Capacity. Facility has requested to increase capacity from 40 to 50 children, adding one classroom and one bathroom to existing preschool program. The new classroom is located at 2707 Folsom Street, San Francisco, CA 94110, next to facility, and has access to licensed address via a built-in doorway. Licensee, Gloria Morales Nova arrived during inspection. Present was director and 5 staff supervising 12 children.The day and hours of operation Monday- Friday from 8:00 am to 5:00 pm. LPA measured facility indoor space and inspected for health and safety hazards.

At 8:45AM., LPA measured the new classroom space. Area measures a total useable area of 357.917 square feet. The total usable area divided by 35 equals to 10 children. Allowable capacity for fixtures added to existing fixtures, toilets (1) and sinks (1), allows for 15 additional children.



Classroom was observed clean with furniture and age-appropriate materials. Floors and surfaces were cleared of obstructions or possible hazards. Learning materials, puzzles and furniture inspected were in like-new condition. The indoor space was a comfortable temperature with adequate lighting. Classroom has tables and chairs, scaled to the appropriate size.

For napping services, LPA observed several plastic cots available. Facility has fully charged fire extinguishers (2A:10BC), located in classroom and testable carbon monoxide detector. Accessible electrical outlets have been covered.

The faucet and toilet in new children’s bathroom was in operating condition. Per director, separate bathrooms for staff usage is located in lobby. Detergents; cleaning supplies; and toxins have been stored in the off-limit areas. (REFER TO 809C, FOR CONT.)

Per licensee, drinking water will be readily available refillable bottles for children to drink as they wish. LPA reminded licensee to ensure water bottles are refilled from approval faucets only.

Required posting in centralized, visible location and include the: License; Passenger Safety Laws; Notice of Parent Rights; Personal Rights; Outdoor Space Waiver; Emergency Disaster Plan; Earthquake Preparedness Checklist.

Per director, families will provide lunches for children in care. LPA advised director to ensure food items brought by families are labelled. Per director, isolation of ill children will be in the office. LPA reminded licensee to ensure visual supervision is maintained at all times.

Facility provides Incidental Medical Services – IMS. LPA reviewed storage area for medication and equipment/supplies, and reviewed forms that will be used. During Inspection, LPA received Approved STD850, Fire Safety Inspection Request.

Prior to recommendation for approval of Additional Classroom and Increase of Capacity, facility must complete the following:


>Anchor tall hanging furniture in classroom
>Install added storage for children’s items
>Install padding covering on accessible electrical box
>Install bathroom supplies for children

>No deficiencies were cited against the facility under CCR, Title 22, Division 12, Chapter 1.
