On May 17 2023 at 10:30 AM, Licensing Program Analyst (LPA) Cowan conducted an initial complaint inspection. LPA met with site director, Jessie Kaur, and the purpose of the inspection was explained. Present in the facility is director, 2 staff, and 6 infants in care.
During today's inspection, LPA toured facility and interviewed director. LPA obtained LIC 500 Personnel Report.
Based on LPA's observations, staff has left children unattended to make snacks for children in care, and unqualified staff has supervised children unsupervised. This was due to facility having difficulty finding quality staff. However, director has now hired 3 additional staff making sure to have continual coverage at all times to keep children safe.

Based on LPA’s observation, interviews which were conducted, and record review, the preponderance of evidence standard has been met, therefore the above allegation are founded to be SUBSTANTIATED. California Code of Regulations, (Title 22, Division & Chapter number), are being cited on the attached LIC 9099D.
