Licensing Program Analyst (LPA) Yee conducted a Required - 1 Year inspection today. The purpose of the inspection was explained. Present at the facility are site director, Bennett Molyneaux, his partner Bin Ge, 6 staff members, and 37 children (9 toddlers). Teacher-to-child ratios were met during today's visit. This is a preschool program with a toddler option program of 12 children. The facility's partner, Bin Ge has an FCCH license and is active in our systems. Bin Ge and LPA had a discussion. Bin Ge said she does not have any children at her FCCH for a few months already. She will put her FCCH license on "inactive" status effective today. Days and hours of operation: Monday - Friday, 8:15 am - 5:45 pm. The facility has fully charged fire extinguishers that meet the minimum requirements, smoke detectors, and a carbon monoxide detector. The outside yard is adjacent to the classroom, waiver is on file.

LPA and Site director, Bennett toured and inspected the Center for Health and Safety Hazards. Daycare areas: Stage 1 (toddlers), Stage 2 (2.5- 3.5 yr old), Stage 3 ( second floor), toddler yard, and preschool yard. LPA observed outdoor equipment is in good condition, free from loose, sharp, or pointed parts. There are no pools, spas, or other bodies of water on the premises. All cleaning supplies and other potentially harmful items are made inaccessible to the children. Furniture and equipment are in good condition. The facility provides snacks and lunches. Drinking water is provided indoors and outdoors. The last Emergency Drill was conducted on 07/15/2022 and properly logged.

During the visit, LPA reviewed 7 staff members' records. At least one staff have current Pediatric First Aid and CPR on file. LPA informed the site director that the teacher who works in the toddler classroom needs to have infant units. One teacher has infant units on file.

LPA reminded the site director that preschool and toddler option children cannot commingle at any time. The site director understands that the children must be kept physically separate from the preschool-age children. There are 5 toilets, and 6 faucets at the facility.

An isolation room for a sick child is available and will call a parent for pick up.

LPA discussed Child Abuse Mandated Training AB1207 with the Site Principal. As of January 1, 2018, all staff will be required to complete Mandated Reporter Training every two years. The training can be obtained online at www.mandatedreporterca.com. All staff members have current AB1207 certificates on file.

The site director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to the initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

S3 fingerprint is on pending status. Staff can not be on site until staff has fingerprint clearance. S3 will not come back to the facility tomorrow. The facility may follow up with the Guardian or call licensing office.

This facility provides Incidental Medical Services-IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. A written IMS is on file.

The safe sleep regulations were discussed with the site director. Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed the site director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. A sample log sheet was provided.

LPA advised the facility to do a lead water testing if the building was built prior to 2010. The facility may find information under PIN 21021-CCP and 22-06-CCP.

Annual fees are current. During the visit, LPA obtained the current LIC 500.
