1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25	On January 25, 2022 at 8:30am, Licensing Program Analyst (LPA) Catrina Quimbo met with applicant, Yohana Quiroz, and administration director, Melissa Serrano, for a pre-licensing inspection. The applicant is request for a combination center of a preschool license and an infant license with a toddler option. Under the preschool license, the applicant is requesting 18 children (ages 2 years to entry into first grade). Under the infant license, the applicant is requesting for 24 children, 12 infants (ages birth to 18 months) and 12 toddlers (ages 18 months to 36 months). The facility will operate Monday through Friday from 7:30am to 5:30pm. Children will be signed in and out with an electronic signature. The designated director/site supervisor for the facility is Kelley Wheatley. The facility was inspected, indoors and outdoors, for health and safety hazards and measured to calculate capacity. Indoor: There is one classroom that will be used for the preschool classroom. The preschool classroom's square footage was calculated for 674.87 sq ft allowing for a capacity of 19 children. The bathroom accessible to children is located in the classroom. Bathroom includes 2 toilets and 2 sinks for children's use. Total allowable capacity for toilets is 30 children and 30 children for sinks. All sinks accessible to children do not provide water that is warmer than 120 degrees. Garbage cans have tight fitting lids. Classroom also has additional 1 adult sink for teachers use. The classroom used for the preschool program was observed to be clean and equipped with a fully charged fire extinguisher. Facility maintains a fire alarm system throughout building. All furnishing, toys and equipment was observed to be safe, age appropriate and in good condition. Sufficient storage space for children's personal belongings is located inside the classroom. Cots are to be utilized for napping children. Program will provide sheets that will be laundered weekly or as needed. Continue Report on Page 2......

The facility is adequately ventilated and free of inspects and bugs. First Aid Kits and emergency supplies are located in the classroom, inaccessible to children. Window screens are new and in good condition. Cleaning products will be stored in the classroom’s high cabinets, inaccessible to children.

The facility also contains multiple offices for staff and parents use only, main food prep area, and staff lounge. The main food prep area is equipped with 1 refrigerator, 1 sink, and 1 dishwasher. Program will provide food service that is cooked at Felton's main site, delivered to facility, prepared in food prep area and brought to each classroom. LPA reminded applicant children who bring their own items are to be labeled with each child's individuals names. Water is available to children both indoors and outdoors. LPA reminded applicant cleaning products and other chemicals are not to be stored with food.

Medications with children’s individual names and required documentation will be stored in classroom’s high cabinets. Medications that require refrigeration will be stored in kitchen prep area's refrigerator. This facility plans to provide Incidental Medical Services –
IMS. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. A Plan of Operation

Outdoor: The outdoor area measures for 927.846 sq ft allowing for a capacity of 12 children. The outdoor area includes 1 adult sink. Entire outdoor area is enclosed with an least 4ft high fence. The playground was observed to be clean, safe and equipped with a sandbox. Outdoor drinking water is accessible with water fountains. Adequate shade is provided by surrounding buildings.

LPA reminded applicant to conduct and document emergency disaster drills at least once every six months. Applicant was reminded infant, toddler and preschool children cannot co-mingle at any time.

The following items were reviewed as part of today's visit: Record keeping for staff, children and facility records, Care and Supervision of the Children, Child Discipline Procedures-staff will use redirection, Emergency Evacuation Procedures, Medication Policies, Isolation of Sick Children, Napping Requirements (safe sleep regulations), Food Service, Transportation-neighborhood walks/field trip, Parents Rights and Reporting Requirements. Required postings were observed during today’s inspection. The requirement for Lead Water Testing was discussed (H&S Code 1597.16).

Fire inspection was approved on this date. LPA discussed program’s COVID-19 protocol and required postings. An electronic copy of this 3 page report will be provided to applicant. LPA advised applicant to acknowledge the report was received.

Prior to recommended licensure, applicant must complete following:
-Request for outdoor waiver
-Installation of carbon monoxide detector in classroom.
