On 3/21/2023 at 8:40AM., Licensing Program Analyst, Luis J. Gomez met with Director, Sophia Adler. Purpose of the inspection was explained and is for an Unannounced Annual/ Random inspection. This is a combination center, with a preschool program on-site. Present was director and six staff supervising 16 children. Children present had been signed in. Staff present have criminal record clearances of file. Infant/ Toddler program utilizes two rooms: Blue Whales: Toddler classroom; Jelly Fish: Infant classroom, and one, shared, Outdoor Play Space. Day and hours of operation are Monday- Friday 7:30am- 5:30pm. Program operates year-round. LPA inspected facility, indoors and outdoors, for health and safety hazards.

At 8:55AM., LPA observed the following: Classrooms were clean, orderly, with age-appropriate playthings available for the children. Floors and surfaces inspected were free of obstructions. Classrooms are equipped have labeled cubbies for storage of children’s belongings. Child sized tables, chairs, and infant feeding chairs are available. For napping services, LPA observed infant cribs located separate from the activity area. Cribs have tight-fitting sheets, visibility on all sides, and properly sized mattresses. Per director, children’s napping linins and sheets are washed weekly on-site. Children bathroom was maintained clean with adequate supplies, and diaper changing tables. Diaper changing tables are located was within arm’s reach of a sink. Classrooms have acceptable ventilation and lighting. Trash bins for solid waste, and outlets have been covered. Staff restrooms is located separate. Facility detergents, cleaning supplies and sharp/ hazardous objects were made inaccessible. Classroom had built in, smoke detector, testable carbon monoxide detector, and a fully charged fire extinguisher (2A:10BC).

LPA inspected facility kitchen. Director stated facility provides all snacks and meals for children in care. Kitchen area was clean, and free of any trash or rubbish. Infant bottles were labeled with infant’s name, and feeding formula had been dated. Per director, bottles and supplies are cleaned and disinfected by staff daily. LPA reminded director discard all expired food items. Refrigerator and cabinets are available for proper storage.

At 9:30AM., LPA inspected the outdoor play area. Area is completely enclosed, with rubber padding installed for added safety. Outdoor play area was clean and free of any debris or hazardous plants. Outdoor equipment was in good repair and properly anchored. Sandbox is covered. For water services, fresh water is available with refillable pitchers and cups.

At 10:00AM., LPA reviewed five children’s files and six personnel files. Staff files contained the: Notice of Employee Rights (LIC9052); Education Verification; Personnel Record; Immunization Record; and updated ‘Mandated Reporter Training’ certifications (AB1207). Staff’s CPR/ 1st Aide Certification was Current, expiring: 6/2024.

Children files were reviewed and included the: Infant Needs and Services Plan, Consent for Medical Treatment (LIC627), Identification of Emergency Information (LIC700), Individual Infant Sleeping Plans (LIC9227), Immunization Records; and Admissions Agreement.

Facility is maintaining infant napping logs, documenting each 15 minutes review.

Emergency disaster drills are being conducted at the facility, with last drill completed on, 3/1/2023, and properly logged.

Required posting were observed in the facility lobby and included the: Facility License; Emergency Disaster Plan (LIC612); Seat Beat Safety Laws; Notification of Parent’s Rights (LIC995A); Outdoor Space Waiver; and Updated Menu. (REFER TO 809C, FOR CONT.)

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manuel – Regulations Interpretations and Procedures for Child Care Centers Section 101173 and 101226. When an IMS is provided, an updated Plan of Operations that includes IMS must be submitted to the Department. Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in Child Care Center. A civil penalty of $100.00 minimum/ day up to $500.00 maximum per day/per person will be assessment if this regulation is violated.

LPA discussed safe sleep regulations with the director and discussed Child Care Licensing Safe Sleep webpage at http://www.cdss.ca.gov/inforesource/child-care-licensing/public-information-and-resouce/safe-sleep as an additional resource. LPA also informed director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: http://www.cpsc.gov/ and recommend they register all infant devices with the CPSC to be notified of any recalls on their purchased requirement.

Based on today's inspection, no deficiencies were observed in the areas evaluated according to the Title 22 Division 12 Ca. Code of Regulations. Exit interview and report was reviewed with Director, Sophia Adler, and her signature of this form acknowledges receipt of these documents.
