On November 2, 2022 at 1:30pm, Licensing Program Analyst (LPA) Nathan Garcia conducted an unannounced, required annual inspection. LPA met with director, Sara Garcia and explained the purpose of the inspection. Facility is a combination center of an infant, and preschool program. Hours of operation are Monday to Friday 8:00am to 5:30pm. In the infant license, there were 2 staff members with the director with 3 infants during the inspection. Facility is currently operating within teacher to child ratio on this date.

LPA inspected entire facility for health and safety hazards. Infant classroom is separate from toddler and preschool classrooms. LPA observed the infant classroom to have age appropriate toys, materials and furniture for infants. A separate area is located in the classroom that is utilized for napping children in care barricaded with shelves and cubbies with appropriate bedding. Storage for infants' belongings are located in the classroom, labeled with each child's individual names. LPA observed facility has a working smoke and carbon monoxide detector and fully charged 3A40BC fire extinguisher. Changing table is located inside the infant classroom, within arm's reach of a sink, right outside of the bathroom. Facility has a working telephone on site. All poisons, cleaning solutions and hazardous materials are stored inaccessible to children.

Facility provides food service to enrolled infants. Parents have the option to provide food, formula is stored in the refrigerator, properly labeled. LPA inspected food prep area, which was clean, neat and orderly. All food is stored and prepared properly to avoid contamination.

Infant program shares outdoor area with preschool on a rotation schedule. LPA observed facility maintains outdoor waiver. Director is aware infant and preschool children are not to use the area at the same time. The infants utilize a park nearby, within 10 minutes walk and less than 0.5 miles. Per director, there are no weapons/ guns and open bodies of water in the facility.

Children are signed in and out of facility through 1Core Application. Facility has license documentation and other pertinent required information properly posted and available for review.

LPA reviewed facility records that included 3 children's records and 2 staff records that were present during inspection. The staff members are in compliance with proper ECE units for infants. LPA observed children's and staff's records to be complete. Director's CPR and First Aid certificate is current and will expire April 2024. Facility's most recent drill was conducted on 10/4/22 and is done every 2 months.

Facility was informed that as of September 1, 2016, a person may not be employed or volunteer at a child care facility unless he or she has been immunized against influenza, pertussis, and measles or qualifies for an exemption pursuant to Health and Safety code 1596.7995 and 1597.662.

Director is aware that all staff is required to complete Mandated Reporter Training every two years. The training can be obtained online at www.mandatedreporterca.com. LPA observed the completion certificate on file. LPA encourages the director to frequently visit our website at www.ccld.ca.gov for licensing regulations and new updates.

Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. Program is not providing IMS at this time. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. No deficiencies were issued in today's inspection.
