Licensing Program Analyst (LPA) Marie Rodriguez made a scheduled Pre-Licensing inspection to facility and met with Applicant Maria "Masha" LePort. The Applicant is requesting a capacity of 24 preschool aged children (ages 2 years old to entry into first grade). The facility will operate from Monday to Friday from 8:00 am to 5:30 pm. The designated director/site supervisor for the facility is Maria "Masha" LePort. The facility was inspected today, indoor and outdoor, for health and safety hazards and measured to calculate capacity.

Indoor: Facility has two classrooms, a main classroom and a multi-purpose room for gross motor skills use. The main classroom will be used for the preschool program. The Applicant is requesting for the multi-purpose classroom to be shared in use with both the preschool and toddler programs of active facility Nopa Montessori, license #384004262, at 2114 Hayes Street, San Francisco, which is located right next door to this location. Both facility locations are in the same building. LPA has requested for Applicant to submit a waiver request for the active license to use the multi-purpose classroom for both programs during rainy days, bad air quality days, and for 1-2 days a week for an hour during teachers' meetings for both programs. A schedule will be created for use of multi-purpose classroom so children will not commingle between programs. Children from active license are not allowed to use main classroom of facility.

Total useable indoor square footage of the main classroom is 857.45 sq ft divided by 35 sq ft equals 24 children. Main classroom has 2 toilets and 3 sinks accessible for children's use. Total allowable capacity for toilets is 30 and sinks is 45 . Total useable indoor square footage of the multi-purpose classroom is 681.47 sq ft divided by 35 sq ft equals 19 children. Multi-purpose classroom has 1 toilet and 1 sink accessible for children's use. There is also a diaper changing pad which will be used for children still in diapers. Total allowable capacity for toilets is 15 and sinks is 15 .

The indoor space for children is observed today to be clean and all furnishing, toys and equipment observed to be safe and in good condition. There is storage space for children's personal belongings and cots to be utilized for napping children. The program will provide a sheet and blanket for each child, bedding will be laundered at the facility weekly or more often as needed. Cots will be cleaned at least weekly or more often if needed. Each classroom is equipped with a fire extinguisher and smoke and carbon monoxide detectors. Garbage cans have tight-fitting lids. First aid kit and emergency supplies are located in the classroom inaccessible to children. The facility is adequately ventilated.

Bathrooms are located inside the classrooms. The bathrooms were observed to be clean and with no health and safety hazards. Sinks accessible to children in either classroom deliver water that is no warmer than 120 degrees. The program will provide a pitcher with water and cups for children to drink water indoors and children will also bring their own water bottles from home daily. All toxins and other hazardous items will be stored in high cabinets in the classroom and will be inaccessible to children. Isolation of ill children will be in the multi-purpose classroom, if it is not in use by children or the director's main office next door and the staff bathroom will be used for an ill child.

For food service, facility will only provide morning and afternoon snacks. Children will bring their lunch. Snack menu is posted on bulletin board. Medications will be stored in the classroom in high cabinets or staff lounge in a refrigerator inaccessible to children. Required postings were observed during today's inspection.

Outdoor: The applicant has submitted a request for an open space waiver and will plan to use a local park (Panhandle Playground). The applicant has submitted with the request a permit that has been issued by the San Francisco Department. of Parks and Recreation and a plan on how the facility will utilize the park. LPA inspected the park area to be used for health and safety hazards. No hazards were observed. Children and staff will walk to and from the park, which is located approximately 3 blocks away from the facility. Children will have access to a public bathroom at the park and the facility will have individual water bottles to allow children access to drinking water outside. Shade for children will be provided by several trees located in the park. LPA reviewed the conditions of the open space waiver with applicant today. LPA will make a recommendation to approve the open space waiver.

Fire clearance inspection was completed on June 1, 2022. Fire inspector took into account Applicant's request to have children from both the preschool and toddler programs from active license #384004262 to be included as part of capacity for the multi-purpose room only. Fire inspector will approve fire clearance once STD 850 form has been updated to reflect toddler use of multi-purpose room only from active license #384004262.

LPA will approve provisional license of facility for capacity of 24 children once fire clearance has been granted by Fire Inspector. LPA will approve full licensure once LPA has completed reviewing requested documents received today by Applicant from LIC 184C requested.

Multi-purpose classroom will have a maximum capacity of
15 children at a time while in use based on capacity measurements. Applicant will need to prepare a schedule for the usage of the room between the preschool program of this facility and both the preschool and toddler programs under active license #384004262 to ensure there is no commingling between classes.

Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with applicant and discussed the Child Care Licensing Safe Sleep webpage at
https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed [applicant, licensee, or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
