25 | Licensing Program Analyst (LPA) Mok conducted an announced prelicensing inspection today. LPA met with the licensee, Sengee Munkhzaya, her 2 minor children and an infant. The licensee has provided day care service to a child from one family. LPA also met with the licensee's sister who showed up as a translator for the licensee during the inspection. The licensee used to have a daycare license (#073409115) in Walnut Creek. She moved to San Francisco in January 2022, so she applies for a daycare license for a new location on 2/8/2022. The licensee rents the three story single family house. The licensee live in the house with her husband and her 5 minor children. LPA inspected the entire house for health and safety hazard. The house had Four bedrooms, and 2 bathrooms (shower and toilet were in a separated room) on the top floor. The Main floor had a living room, dining room, Kitchen, a sun room and a bathroom. The ground level was the garage and backyard. The Day care areas were on the main floor including: the living room, dining room, the bathroom, and first part of the backyard. The Off limit areas were the entire top floor, the kitchen and the sun room on the main floor, and the garage. There were a working smoke and carbon monoxide detector, a working cellular telephone, a fully charged 2A10BC fire extinguisher, and first aid supplies available. Per licensee, there is no pet, no firearms or no weapons in the home. Isolation area will be the sun room. There were sufficient, age appropriated toys, books, learning materials, and children's equipment in the day care area. Children's Bathroom was clean and that no hazardous material was accessible to children. All electrical outlets were covered. The windows in the dining and living room had window locks to limit the windows to be opened up to 4 inches. The windows were barricaded with the metal frame from outside. Gates were installed at the entrance of the living room, and stairway. Child proof knob was installed to the door access to the backyard by the children's bathroom. Fireplace was blocked with a big shelve. Cribs, mats, and play pen were available for napping. Booster were available for feeding only. The children have to be removed from the booster after they finish the meal. The outdoor play yard was completely fenced. There were plenty of age-appropriate toys, ride-on-toys, and play structure with soft cushioning underneath to prevent injury available for children. The licensee had current CPR and first Aid training, and Mandated reporter training(AB1207) available.
The following items have to be completed before licensure:
- Fire clearance Approval
- Weeds have to be removed from the backyard in the play area.
- A gate has to be installed at the entrance between kitchen and dining room.
