25 | Licensing Program Analyst (LPA) Mok conducted an unannounced annual inspection today. LPA met with the licensee, XiaoLi Chen, and 2 helpers. All adults had fingerprint clearance. LPA explained the purpose of the inspection to the licensee as well. There were 9 children that included 4 infants with 2 helpers present. The licensee owned this 2 stories Single family house with 3 bedrooms, 2 baths, a kitchen a living room, and a dining room on the upper level: a bedroom (licensee's room), a family room, a bathroom , and a food preparation area, garage, and backyard on the lower level. The facility's name was called "Smiley Baby Family Childcare". The operation hours were Monday to Friday from 8 AM to 5:30 PM. Daycare areas were the entire lower level (family room -main play room, Food preparation area, a bathroom, and a backyard, except the licensee's room. Off-limit areas were the entire upper level, licensee's room and a garage on the lower level. LPA inspected the facility for health and safety hazards. The facility was clean and in-order. Temperature and lighting were adequate. The licensee made the toxic and harmful objects inaccessible to the children. There were plenty of the age appropriate toys, books, learning material, and children's furniture that were in good condition and repaired. There were a fully charged 2A10BC fire extinguisher, a working cellular phone, and first aid supplies available in daycare. LPA did not test the smoke and carbon monoxide detectors due to napping. Cribs and mats were used for napping. Boosters were available for feeding only. The licensee have to remove the child from it when they finish the meals. All electrical outlets were covered. All the lower sink cabinet and drawers at the food preparation area were latched or locked. Children's bathroom was clean and free of harmful objects. The outdoor playyard was clean and in-order. The licensee installed a gate at the stairway. The licensee installed a Tarp above the playarea to provide shade to the children when they play there. There were plenty of age-appropriate toys, ride-on toys, play house, and other outdoor toys available for children. Per licensee, there were no guns & weapons at home, but she had a turtle on the upper level. The licensee has provided Breakfast, AM/PM snacks, lunch and dinner to daycare children. Right amount of cubbies available for the children to their personal belongings in the daycare areas. The licensee installed a childproof knob to a bedroom door to prevent children accessing the off-limit areas. Trash bin with tide lid. Per licensee, there was child on special medication. LPA inspected the medication during the inspection. LPA reviewed children & staff files, and obtained a copy of the children's roster. LPA reviewed the 15 minutes nap check log. The facility has conducted disaster drill 2 times a year and logged. Licensee and a helper had updated Child Abuse Mandated Reporter training. The licensee had current CPR/First Aid Training. All required postings were posted.
