25 | Licensing Program Analyst (LPA) Mok conducted an unannounced annual inspection today. LPA met with the licensee, XiaoLi Chen (Selina), and two helpers with fingerprint clearance. LPA explained the purpose of the inspection to them. All adults have fingerprint clearance. LPA observed ten children including three infants and five preschoolers with 2 helpers & the licensee during the inspection. The facility is called Smiley Baby Family Child Care, and the operation hours are Monday to Friday from 8 AM to 5:30 PM. The licensee owns and lives with her husband, her two minor children, and father & mother-in-law in this 2 stories Single Family house that has 3 bedrooms, 2 baths, a kitchen, a living room, and a dining room on the upper level: a bedroom (licensee's room), a family room, a bathroom, and a food preparation area, a garage, a deck and a backyard on the lower level. The daycare areas are the entire lower level including a family room, a main playroom, a food preparation area, a bathroom, a deck, and a backyard, except the licensee's room. The Off-limit areas are the entire upper level, a licensee's room, and a garage on the lower level. LPA inspected the facility for health and safety hazards. The facility was clean and in order, temperature and lighting were adequate, and all toxins and harmful items were made inaccessible to the children. The licensee installed a Surveillance Camera System in the daycare areas. There were plenty of age-appropriate toys, books, learning materials and equipment, and children's furniture that were in good condition and repaired indoors. There was a fully charged 2A10BC fire extinguisher, working smoke and carbon monoxide detectors, a working cellular phone, and first aid supplies available in the daycare areas. The right amount of cubbies allowed the children to store their personal belongings in the main playroom. Boosters were available for feeding only. Mats and cribs were available for napping. The licensee also installed a childproof window lock to the windows to prevent injury. The licensee installed additional gates at the main entrance to prevent children from accessing the off-limits areas. The licensee installed soft cushioning on the floor to avoid injury in the main playroom partially. The licensee covered all the electrical outlets and sharp corners in the daycare areas. The licensee installed childproof knobs on the doors of the licensee's bedroom and the children's bathroom. The children's bathroom was clean and the toxins items were made inaccessible to the children. The lower sink cabinets and drawers in the food preparation areas were either latched or free of harmful objects. The licensee has provided Breakfast, AM/PM snacks, lunch, and dinner to daycare children. The outdoor play yards and deck were completely fenced. The licensee installed a gate at the stairway on the deck. The licensee also installed the soft cushioning to the ground and shade above the middle of the main play areas. There were plenty of age-appropriate toys, see-saw, slide, playhouses, ride-on toys, water tables, other toys, and children's furniture that were in good condition and repair. The licensee installed a childproof door chime at the gate in the play yard. The licensee conducts the disaster drills every 2 months and logs. Per the licensee, there was a child on special medication. LPA inspected the storage of the medication and documents during the inspection. LPA reviewed the children and staff files, and 15-minute nap log and obtained a copy of the children's roster during the inspection. The licensee posted all the required documents in the daycare areas. The licensee subscribes to Family Child Care Insurance which will expire in 3/2025.
