Licensing Program Analyst (LPA) Marie Rodriguez conducted a scheduled pre-licensing inspection and met with applicant Stephanie Yeap and site director Annie Ma. This application is for a change of ownership. Facility is located at Grace United Methodist Church. Applicant is requesting a capacity of 45 preschool aged children. Facility will operate from Monday to Friday from 7:00 am to 6:00 pm. The designated site director will be Annie Ma. The facility was inspected today, indoor and outdoor, for health and safety hazards and measured to calculate capacity.

Indoor: Total useable indoor square footage measures at 1,784.80 sq ft divided by 35 sq ft equals
50 children. There are three toilets, one urinal, three sinks, and changing table accessible for children's use. Total allowable capacity for toilets is 60 and sinks is 45. Applicant has submitted an updated LIC 200A application to request a total of 49 preschool aged children.

Indoor space is separated into four classrooms using wall partitions. Each classroom is observed today to be clean, safe, and in good repair. All furniture, toys, and equipment are observed to be age appropriate and in good condition. There is a storage space for children's personal belongings and mats will be utilized for napping children. Parents will provide a sheet and blanket for their child and will be returned at the end of each week to be laundered. Indoor space is equipped with two fire extinguishers, smoke and carbon monoxide detectors, a fire alarm system, and a sprinkler system. Garbage cans have tight-fitting lids. There is a fully stocked first aid kit that is inaccessible to children. Indoor space is adequately ventilated and free of insects and bugs.

There are two bathrooms accessible for children's use. First bathroom (Alphabet bathroom) has two toilets, two sinks, and a changing table. Second bathroom (Fish bathroom) has one toilet, one urinal, and one sink. Bathrooms are observed to be clean and with no health and safety hazards. All sinks accessible to children deliver water that is no warmer than 120 degrees. There is a separate bathroom for staff usage on the premises. There will be a rotational schedule for bathroom use with each class.

Drinking water is available for children indoors and outdoors. Kitchen will be inaccessible to children and is observed to be clean, safe, and in good repair. All toxins and other hazardous items will be inaccessible to children. Isolation of ill children will be in the library area near the entrance of the facility and the Fish bathroom will be used for an ill child.

Facility will provide morning and afternoon snacks. Children will be bring their own lunch. The menu is posted at the entrance of the facility. Medications will be stored in a locked cabinet in the kitchen. Refrigerated medications will be stored in a locked box. Medication will be administered with parental consent and will be kept in the child’s file for record. All medication will be logged when administered to children. Required postings are observed to be posted at front entrance of the school during today's inspection.

Outdoor: Total useable outdoor square footage measures at 2,269.80 sq ft. divided by 75 sq ft allowing a total of 30 children. The outdoor area is enclosed by a fence at least four feet tall and observed to be clean, safe, and equipped with age appropriate toys and equipment for children. Resilient material is located on the ground of the play structure. Teachers will bring out a pitcher of water and disposable cups while outside. Shade for children will be provided by trees and neighboring buildings. Applicant has submitted a waiver requesting a rotational schedule for use of outdoor play area.

LPA will approve licensure of facility for the capacity of 49 children once fire clearance has been granted by the fire inspector. Fire clearance inspection was conducted on October 26, 2022. LPA will send revised STD 850 to fire inspector for approval.

Applicant was reminded about Mandated Reporter training available on CCLD website. Training must be completed every 2 years by all staff hired. Training can be taken online at
www.mandatedreporterca.com. If training is not available in native language, a statement can be written stating exemption until the translation is available.

Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with applicant and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
