Licensing Program Analyst (LPA) Marie Rodriguez conducted a scheduled pre-licensing inspection for a preschool program with a toddler option. LPA met with Applicant Peter Iskander and Site Director Mei Na Chan. Applicant is requesting a total capacity of 41 children (24 toddlers and 17 preschool aged). Facility will operate from Monday to Friday from 7:30 am to 5:30 pm. The designated site director will be Mei Na Chan. The facility was inspected today, indoor and outdoor, for health and safety hazards and measured to calculate capacity.

Indoor: Total useable indoor square footage is 1,453.48 sq ft divided by 35 sq ft equals 41 children. There are two toilets and two sinks with a changing table and potty chairs available for children. Total allowable capacity for toilets is 30 and sinks is 30. Entrance to center will be through the side door of the facility.

Front classroom is observed today to be clean, safe, and in good repair. All furniture, toys, and equipment are observed to be age appropriate and in good condition. There is storage space for children's personal belongings and mats to be utilized for napping children. Facility will provide a sheet for the mat and parents will provide a blanket for each child. Sheets and blankets will be laundered at the end of each week. The classroom is equipped with a fire extinguisher and smoke and carbon monoxide detectors. Garbage cans have tight-fitting lids. There is a first aid kit in the classroom that is inaccessible to children. The classroom is adequately ventilated and free of insects and bugs. Back classroom was measured for capacity but room is not furnished yet due to minor construction remaining to be completed. Applicant will provide LPA with a picture of the furnished classroom once construction is complete. Front classroom will only be used for now.

Front classroom has one bathroom with one sink, one toilet, and a changing table. There are also potty chairs available for use. There is a second bathroom outside of classroom with one sink and one toilet that is accessible for children use. Bathrooms are observed to be clean and with no health and safety hazards. All sinks accessible to children deliver water that is no warmer than 120 degrees. There is a separate bathroom for staff usage on the premises.

Drinking water is available for children indoors and outdoors. All toxins and other hazardous items will be stored and inaccessible to children. Isolation of ill children will be in the reading nook and the staff bathroom will be used for an ill child.

Facility will provide morning and afternoon snacks only. Children will bring their own lunch. A snack menu is posted in the front of the classroom. Medications will be stored in a locked cabinet inaccessible to children. Refrigerated medications will be stored in a locked box. Medication will be administered with parental consent and will be kept in the child’s file for record. All medication will be logged when administered to children. Required postings were observed in each classroom during today's inspection.


Outdoor: Total useable outdoor square footage of main playground and mid level play area measures at 1,320.43 sq ft. divided by 75 sq ft allowing a total of 17 children. The outdoor area is enclosed between buildings and observed to be clean, safe, and equipped with age appropriate toys and equipment for children. Teachers will bring out a pitcher of water and disposable cups while outside. Children will also be able to bring their own reusable water containers if they prefer. Shade for children will be provided by large portable shade umbrellas and the building. Applicant has provided a waiver to have a rotational use of outdoor play area.

The following items will need to be provided prior to licensure:
  • Picture of gate securing stairwell leading to downstairs office.
  • Picture of fencing securing open area next to back classroom.
  • Picture of completed cubbies in side entrance to facility.
  • Picture of back classroom being barricaded and inaccessible to children in care.
  • Picture of gate or fencing securing upper level of play area as inaccessible to children (currently under construction and not included in measurements at this time.)

Fire clearance inspection was conducted on October 6, 2022 but CCLD has not received STD 850 form from SFFD as of yet. LPA will contact fire inspector to get status on fire clearance.

Applicants were reminded about Mandated Reporter training available on CCLD website. Training must be completed every 2 years by all staff hired. Training can be taken online at
www.mandatedreporterca.com. If training is not available in native language, a statement can be written stating exemption until the translation is available.

Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with applicant and discussed the Child Care Licensing Safe Sleep webpage at
https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see
PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. LPA reviewed with applicant the LIC 311A, Records To Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.
