25 | Licensing Program Analyst (LPA) Mok conducted an prelicensing inspection for relocation. LPA met with the licensee, Bixia Zhou, her husband, and her children who were minor. The licensee had an existing license, #384004533 that was in-active status. The licensee bought a 2 units building with 2 different address. The licensee owned a 2 stories single-family unit including 2 bedrooms, 2 bathrooms, a kitchen, a living room, and a dining room on the upper level; the lower level including a garage and a backyard. The daycare areas wwill be living room, dining room, bathroom #1 and a backyard. The off-limit areas will be the entire lower lever, garage, bedroom #1 and #2, kitchen, and bathroom #2. LPA inspected the facility for health and safety hazard. The daycare areas were clean and in order. The temperature and lighting were adequate. All toxins and harmful objects were made inaccessible to the children. The licensee installed the barricade the entrance of the kitchen, stairway, and hallway to the living area to avoid the children accessing the off-limit area when the children pass by the garage area. Cubbies were available by the stairway for the children to store their personal belongings. The licensee installed the childproof knob to the door in the main daycare area to prevent children from accessing the off-limit areas. There were some age-appropriate toys, books, learning equipment, a play house, and children's furniture available indoors. All the electrical outlets were covered. Licensee installed soft cushioning was installed on the floor to prevent injury. The licensee had a fully charged 2A10BC fire extinguisher, working smoke and carbon monoxide detectors, and first aid supplies available in the daycare areas. The children's bathroom was clean and in order. The lower bathroom sink cabinet was latched and free of harmful objects. The lower kitchen cabinet and drawers were free of harmful objects. The outdoor yard was separated into 2 levels. The lower backyard will be used for daycare. The outdoor play yard was completely fenced. The licensee installed the soft cushioning to the entire ground in the outdoor play area. The licensee covered the concrete pier bases with soft cushioning to prevent injury. The licensee had toys, play houses, and children's furniture available for children outdoors. Crib was available for napping. Windows had the window locks to limit the window to be opened up to 4 inches in the living and dining rooms.
